The proposed permit authorizes discharges from a bulk fuel storage facility located on the eastern shore of the lower reach of Knik Bay, within the Port of Anchorage (POA), Alaska industrial area owned by the Alaska Railroad Corporation. The facility receives Jet A Fuel from tankers/barges via a pipeline linked to

POA dock, but also has an onsite rack to allow fuel to be transferred to and from railroad tank cars. The Jet A fuel is sent via pipeline to the nearby Joint Military Base Elmendorf/Fort Richardson. Facility components include bulk fuel storage tanks, a truck rack all surrounded by secondary containment berms. The reissuance of the Permit will provide continued coverage for Outfall 001. Tentative Determination:
DEC has tentatively determined to reissue a wastewater discharge permit to provide coverage for  the above listed  applicant.Public Comments:
Written comments on the draft permit must be submitted within 30-days of the issuance of this public notice. Please direct written comments and requests to the attention of the permit writer at the address or email shown on page 1. All comments should include the name, address, and telephone number of the commenter and a concise statement of comment on the permit condition(s) and the relevant facts upon which the comment is based. Comments of either support or concern that are directed at specific, cited permit requirements are appreciated. Mailed comments and requests must be
postmarked on or before the expiration date of the public notice.DEC will consider all substantive comments when making the final decision. Those who provided timely comments during the public review will be notified of the final decision and be provided with a summary for the basis of the final decision.  DEADLINE FOR WRITTEN COMMENTS OR REQUEST FOR PUBLIC HEARING:  October 19, 2020 at 5:00 p.m. Alaska Daylight Time Administrative Record:
