The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva), to be received no later than Friday, April 26, 2024 at 5:00 pm (local prevailing time).The purpose of this Request for Proposals (RFP) is to solicit proposals to furnish/provide a food service program to the City of Newport News City Jail and City of Newport News Juvenile Services Department.BackgroundThe Sheriff for the City of Newport News operates two (2) facilities at the following locations:Facility Name: Newport News City JailStreet Address: 224-26th StreetFacility Name: Newport News Adult DetentionStreet Address: 228-25th StreetCurrent Average Daily Population (ADP): 412 (Average ADP is 450)The
Department of Juvenile Services:Facility Name: Department of Juvenile Services (Secure)Street Address: 350-25th StreetCurrent Average Daily Population: 70 ResidentsIt is estimated that Juvenile Services will need approximately 1960 meals and snacks prepared weekly. All meals provided to the Department of Juvenile Services must be in accordance with meal components as established in the USDA Food Buying Guide and must meet the Federal Chapter 7 CFR guidelines as outlined in Part 210-National School Lunch Program; Part 215-Special Milk Program and Part 220-School Breakfast Program. In addition and on occasion, special meals must be provided for dietary restrictions and religious and/or vegetarian preferences.These numbers are provided to give the Offeror an estimate of daily meals and not to be construed as a specific number of meals that the Contractor shall prepare. It is only provided as a guideline for possible meals served.
