NOTICE OF INTENT TO AWARD BRAND NAME SOLE SOURCE TO ATLANTIC DIVING SUPPLY, INC.

The NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Brand Name Sole Source contract to Atlantic Diving Supply, Inc., Virginia Beach, VA for Custom “CNIC” Complete System RAID Vests for Commander Navy Region Southwest (CNRSW) San Diego, CA. Per the manufacturer, Survival Armor, Atlantic Diving Supply, Inc. is the authorized distributor of this custom “CNIC” Complete System RAID Vests, which are authorized in accordance with CNICINST 5530.14A Authorized Equipment List (AEL). FLCSD will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

The proposed contract action is for brand name only. The brand name and model number of the product(s) are: Survival Armor OEM parts (CNIC Complete System RAID Vests). In accordance with FAR 5.102(a)(6), the required justification documentation is attached. This Notice of Intent is not a request for quotation. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Fleet Logistics Center’s needs. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
