AN/ALQ-231(V) Family of Systems Disruptor SRx Hardware and Modification Services

The Naval Air Warfare Center Weapons Division (NAWCWD) at Point Mugu, CA announces its intention to procure an Indefinite Delivery Indefinite Quantity (IDIQ) contract on an other than full and open competition basis to Harris Corporation, 77 River Road, Clifton, NJ 07014 in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.This contract will be for the AN/ALQ-231(V) Family of Systems (FoS) Disrupter SRx hardware and modification services for the Joint Electronic Attack and Compatibility Office (JEACO) Electronic Warfare (EW) and Electronic Attack (EA) programs. The hardware within this requirement includes, but is not limited to, Low Band Enhanced Receiver Technique Generator (ERTG), High Band ERTG, Ka Band ERTG, and v2 Test Card. These components will be utilized by the Navy to build and sustain communications jamming capabilities for airborne (Fixed Wing, Rotary Wing, and Unmanned Air Systems (UAS)), ground

based systems, and in EW laboratory environments.This requirement contains modification services for the hardware components listed above. The modification services will consist of the development, fabrication, integration, and testing of new EW system prototypes, and the modification of existing systems. In addition, technical expertise will be needed to complete the analysis, evaluation, and recommendations for corrective actions necessary for any identified deficiencies in laboratory and flight operations in relation to the EW system components.This notice of intent is requesting that any interested party that feels they can satisfy this requirement must identify in writing their interest, experience, and capability to satisfy the requirement no later than 15 days after the date of publication of this notice. The written response shall reference N6893619R0014 and provide a capability statement that clearly indicates the firms experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.Harris is the sole designer, developer, and manufacturer of the Disrupter SRx hardware listed in the SOW and the only source that possesses the unique capability and expertise to provide the continued development of the highly specialized equipment without substantial duplication of costs and significant schedule delays to the Government.ANTICIPATED PERIOD OF PERFORMANCEIt is anticipated that this contract will have a five (5) year ordering period and the Government anticipates award approximately in the second quarter of FY 20.  ANTICIPATED CONTRACT TYPEThe contract is anticipated to use both a Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) CLIN structure.PRIMARY WORK LOCATIONSThis hardware shall be produced at the Contractor facility and utilized on-site at Naval Air Weapons Station Point Mugu, CA. Furthermore, modification services for multiple sites will be required.
