Sole source procurement of Wavelength Glass

FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENTACTION CODE: SPECIAL NOTICESUBJECT: Sole source procurement of Wavelength GlassSOLICITATION NUMBER: NB646020-21-01710RESPONSE DATE: 08/18/2021DESCRIPTION:The Organic Chemical Metrology Group within the Chemical Sciences Division (CSD) of the Material Measurement Laboratory, National Institute of Standards and Technology is responsible for chemical measurements leading to the certification of a large number of Standard Reference Materials (SRMs). The current supply of one of these SRMs, 2035b, is anticipated to be sold out in less than 1 year. NIST has an immediate need to procure 150 units of a commercial “SRM 2065” style NIR wavelength standard to replenish the SRM inventory sold by the NIST Office of Reference Materials (ORM).  Sole Source justification is based on the following:In May of 2015, NIST purchased 70 units of the “SRM 2065” style UV-Vis-NIR wavelength standard from Avian Technologies LLC to supplement stock of SRM

2035b.  The current supply of this SRM is nearly exhausted and NIST requires an additional 150 units from the same melt as those purchased in May of 2015 (lot # S8851-32).    Although different batches of this glass are spectrally very similar, they are distinct enough to require individual batch certification. The technical aspects of the certification of a batch of glass over the complete spectral range (ultraviolet, visible and near-infrared) is timely and cannot guarantee matching product which is required for a NIST SRM.  Avian is in sole possession and the only company that can provide the Government with the required physical form factor for the SRM.  Avian therefore is the only company that can provide NIST with this material as a finished product that is ready for the certification process. NAICS code for this requirement will be 327211 – Flat glass manufacturing with a small business size of 1000 employees.No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration.
