The City of Seattle, through its Department of Transportation (SDOT) solicits interest from qualified consulting firms with expertise in Project Management, Civil Engineering, Traffic Engineering & Transportation Planning, Structural Engineering, Geotechnical Engineering, Environmental, Real Estate Services/ROW Documents, Public Involvement Support, Roadway & Pavement Design, Cost Estimating, Public Outreach & Communications, Value Engineering & Constructability Review, Underground Utility Verification and Potholing, and Utility Design, with the intention of awarding the consultant through 100% design and potential for construction management services. Project Description The contract will support the Harrison & Mercer Transit Access Project (HMTAP) to design a new transit corridor that will be reliable for future transit service along Mercer and between Queen Anne Ave N and 5th Ave N, and Harrison St between 5th Ave N and Fairview Ave N, Fairview Ave N between Harrison St and
Republican St, and Republican St between Fairview Ave N and Eastlake Ave N, in order to connect neighborhoods between Uptown and Cascade through South Lake Union (SLU). The project’s major features include but is not limited to; design and implement improvements to support transit service, which will include pavement restoration, bus lanes, re-channelization, signal optimization for buses and transit signal priority, add bus stops, and make urban design improvements to the public realm to facilitate a transit and pedestrian prioritized street. Where transit and urban design improvements are implemented, access to transit and improved safety will be supported within the available budget. This project is anticipated to be federally funded in part through the FHWA. This project has a mandatory DBE 20% Goal. Estimated Procurement Schedule This will be a phased contract with a draft Schedule for the Planning phase to begin in Quarter 02 of 2024, the Design phase, if authorized to begin, Quarter 02 of 2025, and all tasks completed by Quarter 01 of 2026. The next phase of the project will advertise construction, assuming construction funds are awarded for the project. SDOT reserves the right to retain the services of the successful firm for any subsequent phases (PS&E, Construction Management) associated with this project. Contract Type Contract type (method of payment) will be Negotiated hourly Rate utilizing WSDOT’s Local Agency A & E Professional Services Negotiated Hourly Rate Consultant Agreement, estimated to be up to $3,700,000 with an anticipated project schedule of June 2024 through June 2027, with the option to extend for additional time and cost. The Consultant awarded will be required to obtain and maintain a City of Seattle Business License. Evaluation Criteria 100 Points Total Submittals will be evaluated and ranked based on the following criteria: Qualification of Proposed Project Manager 20 points Qualifications/Expertise of Firm 20 points Ability to meet schedule 5 points Approach to project 25 points Familiarity with WSDOT/FHWA standards 5 points Past Performance/References 20 points Approach to meet the DBE goal (DBE Participation Plan) 5 points Submittal Consultants must register with a free account at Bonfire, SDOT’s Procurement Portal ( https://cityofseattle.bonfirehub.com/), to access solicitation documents, meeting links, and submit their response. An optional virtual pre-submittal meeting is scheduled for March 21, 2024, at 11:00 AM. All pre-submittal materials will be uploaded into SDOT’s Procurement Portal. Electronic Submittals must be uploaded to Bonfire by April 11, 2024, at 4:00 PM.
