(28 July 2022) FORMAL SOLICITATION NOTICEThe Commander Fleet Readiness Center (COMFRC) Naval Air Systems Command (NAVAIR), in support of Fleet Readiness South West (FRCSW), intends to competitively procure LM2500 Test Cells #19 and 20. The tasks to be performed by the contractor is a Turn-Key operation and to provide parts, labor, installation, and materials delineated by contract scope and specified by SOW, to include: overhaul, start-up, commissioning, validation, calibration, documentation, 1 year warranty, and training of each LM2500 engine test cell located at Fleet Readiness Center Southwest (FRCSW), in Building 397.THIS WILL BE A 100% SMALL BUSINESS SET-ASIDE PROCUREMENTThe Government expects to select one Offeror on the basis of its proposal providing the best value to the Government utilizing the Lowest Price Technically Acceptable (LPTA) procedures. It is anticipated to be a Firm Fixed Price (FFP) 24 months Period of Performance (PoP).  POINTS OF CONTACT The point of contact

Offerors may submit questions requesting clarification of solicitation requirements by emailing the POCs above. It is required that all questions be received within 14 calendar days of the date this solicitation is issued. Proposals will be submitted utilizing PIEE through the link below:https://piee.eb.mil/sol/xhtml/unauth/search/oppMgmtLink.xhtml?solNo=N6852022R0017DESCRIPTION OF REQUIREMENT The contractor shall be responsible for the overhaul, upgrade, design, on-site installation, integration, and testing of each LM2500 Engine Test Cell at FRCSW North Island, Building 397. The Contractor shall overhaul each test cell console, thrust stand wiring and connectors, piping, interlocks, and other components to restore the latest system and to fully operation condition. The Contractor shall integrate all new system components as required to perform LM2500 DFC and MFC testing. The Contractor shall make all adjustments, replacements, modifications, upgrades, and pass all environmental, safety, and fire regulations according to the technical requirements included in this SOW in paragraphs 2.0 and subsequent. Operator manual, bill-of-materials, drawings, calibration procedures, training, acceptance testing, and a turn-key upgrade for each test cell shall be provided by the Contractor. Contractor shall provide training for calibration, operation, maintaining, and debugging the system for each test cell.NOTE: a Potiential POC was requested for Woodward.
