The goal of the Request for Proposals (RFP) is to sell or enter into a long-term lease with a business, group, non-profit, developer, or property management group which provides the best overall proposal to develop the Property as a private use facility. In this RFP, the term “proposal” shall be interpreted to mean “bid” as that term is used in Section 272.001 of the Texas Local Government Code, and the term “proposer” shall mean “bidder.” The City intends to enter into an agreement with the respondent with the best overall proposal permitted by market and business plan that aligns with the City’s Strategic Plan and overall vision for the Interstate Highway 45 Corridor.
