The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to effectively meet these goals is to partner with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.The International Narcotics Affairs Section (INL - U.S. Embassy, Honduras) requires the purchase and one-time installation of Medium Tension Electric Equipment in Choluteca, Choluteca, Honduras, as provided in the specifications attached.The “Centro Integrado - CEIN” or Integrated Center from the Forensic Medicine
Directorate and Public Ministry, includes offices for administrative, prosecutors, investigators and forensic personnel in Choluteca, Honduras. In plans the CEIN includes: and Electrical Room with I-Line and Electric Panels; Module A1, A2, A3, D; and an Electric Backup Room where an electric generator will be installed in the future.As of now, the CEIN has four existing panels and one I-Line of 800A. They can be found in the plans as panel CC1, CC2, CC3 found in the electrical room; and panel CC4 found in Module D.There is electric transformer bank (3x50KVA) located on the South-West Side of the Building at street level, at approximately 69 LM from the Electrical Room with I-Line and Electric Panels. The Electric Backup Room will be located at approximately 48LM from the Electrical Room.The Medium Tension Electric Equipment will support the load for the IT equipment, illumination, interior output circuits, air conditioning, allowing the personnel to move into the facilities, and the CEIN to start operating. Once in full capacity the total Electric Charge will be 289,036W.All details regarding the single-line diagram, existing panels, new panels, trench ways, register boxes, can be found in the plans and annex below, in pages 15-26.The Medium Tension Electric Equipment and Installation is intended to:1) Replace the existing three electric transformer bank of 150KVA (3x50 KVA) and increase the electrical load capacity to a new three electric transformers bank of 300KVA (3x100KVA). The location for the new bank remains the same.2) Replace the existing electrical connection for panel CC1, CC2, CC3, and CC4 with new 3x1/0 cable awg+1#2 awg Neutral +1#4 awg ground on 1-1/2''" emt pipe.3) Install a new Three-phase Panel for CC5 for air conditioning circuits, including the breakers according to plans IE005.4) Replace panels CC2 and CC3 with new Three-phase Panels, including the breakers according to plans IE005.5) Disconnect the existing electrical circuit of panel CC2 and CC3 from the “Honduran Supreme Court” Electric Circuit, and connect it to existing I-Line in electrical room, with 1 1/2 emt pipe and 3x1/0 thhn+1x2 thhn+1x4 ground cable.6) Add the electrical conduit only, for a future backup electric generator to the ATS.This will result in the capacity enhancement of the forensic and investigation services provided, which include: Reception of Criminal Complaints, Interviews with Prosecutors, Forensic Evaluations, and Evaluations in the Gesell Chamber. Additionally, it will provide a one-stop for citizens to have access to such services. The CEIN will receive cases from the southern region of Honduras, including the departments of Choluteca and Valle.The contractor shall provide all the Medium Tension Electric Equipment, materials, labor, transportation, and testing that will be needed to supply and install the Medium Tension Electric Equipment stated in this document and in accordance to Section 3.1 and plans in Annex 1.The equipment to be provided shall be from an accredited dealer that can provide accessories and spare parts, and maintenance (if needed) in Honduras.
