The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, 200 Granby Street, Room 405, Norfolk, VA 23510, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for dry docking and repairs to NOAA ship GORDON GUNTER.   The GORDON GUNTER is 224 feet long overall, and its home port is Pascagoula, MS.Provide all labor, material, and equipment necessary to perform the following (including, but not limited to):BASE WORK ITEMS DRY DOCK: Temporary Services; Dry Docking and Routine Dry Dock Work; Overhaul Aft Capstans; Inspection and Overhaul of Markey CTD (DESH-5) and Markey BONGO (COM-7X) Winches; Sea Valve Overhauls; Bow Thruster Inspection and Service; ABS Special Periodical Survey – Hull 7; Annual Life Raft Inspection; Annual  Survival Suit Certifications; Weight Tests of Lifting Gear; Annual Fire Inspection and Certifications; Annual Miranda Davit Inspection, Valve Replacements and Fast Rescue Boat (FRB) Maintenance; Main
Motor Service; Marine Sanitation Device (MSD); Oily Water Separator; Pump/Motor Replacement; Galley Exhaust Duct and Fan Cleaning; Generator Room Steel Replace and Preservation; Preservation – Propulsion Motor Room Bilges; Preservation – HPU Room; 01 Level Deck Insert and Bosun Workshop Upgrade; Fuel Tanks 4-72-1, 4-72-2, 4-72-3 and 4-72-4 (ABS); Underwater Hull Preservation and Coating (Maintenance Coat); Ballast Tank Vent Replacement; Fan and Motor Overhauls;  Bullwark Repairs; Main Deck Repairs; Anchor Windlass; Effer Crane (02 Level Deck Crane) Overhaul; General Repairs – Top Side; General Repairs – Bridge Deck and Above; General Repairs – Upper Deck; Door Modifications; Freeboard Coating; HVAC System Cleaning; Switchboard Cleaning; Stability Test (AKA Inclining Experiment); and Dock and Sea Trials.OPTION - ADDITIONAL DRYDOCK WORK ITEMS:  Electrical Modifications; Ship-Wide Fire Detection System Replacement; Self-Contained Air Conditioning Unit Installation; Lounge Modifications; SSDG Resilient Mounts Replacement; Valve Modifications and Replacements (ABS); Air Conditioning Chiller and Refrigeration Replacement (ABS); Refrigeration (Reefer) System Replacement (ABS); Marine Growth Prevention System Installation; Gym Overhead Insulation Replace; Mission System Modifications; Main Deck Fan Room 1-67-3-Q; Preservation – Tanks and Voids; Preservation – Steering Gear Room, Tunnels and Bosun Workshop Ladder Well; Preservation – Sewage Tank; Fuel Valve Install; and Ballast Tank Conversion (Underdevelopment).The solicitation will include a liquidated damages clause.The performance period will begin approximately 5 days after award for procurement of material and other planning and logistics required for the successful performance of the contract.  The performance period for work on board NOAA Ship GORDON GUNTER will be approximately 112 calendar days, with a start date on or about October 15, 2021 and a completion date on or about February 3, 2022.  Place of performance shall be the contractor’s facility.  Ship’s transit time to and from the place of performance is not included in the specified performance period.  The date, time and place for an inspection of the ship is June 3, 2021, beginning at 9:00 a.m. (local time) on board NOAA Ship GORDON GUNTER at U.S. Naval Station Newport, Pier 2, 68 Peary Street, Newport, RI 02841.  Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Tim Langdon, on or before 2:00 P.M. Eastern on June 2, 2021 at (202) 577-3914 or by Email at Tim.Langdon@noaa.gov.  Contact information for personnel attending the ship inspection must be provided to the Port Engineer. The acquisition will be issued as a Request for Quotations (RFQ) in accordance with FAR Subpart 13.5 and FAR Part 12.  Proposed RFQ 1305M221FNMAN0088 will be issued on or about June 7, 2021 with proposals due on or about July 1, 2021.  The anticipated award date is on or about August 12, 2021.  This procurement is unrestricted; all responsible sources may submit a written quotation which shall be considered by the agency.  The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors.  The RFQ will be issued via electronic posting under “Contract Opportunities” on the Governmentwide Point of Entry (GPE) at https://beta.sam.gov [formerly Federal Business Opportunity (FBO)]. Hard copies of the RFQ will not be issued.  It is incumbent upon contractors to monitor the GPE for the release of the RFQ, specifications, drawings and all subsequent amendments.  The specification titled "NOAA Ship Gordon Gunter FY 22 DRY DOCK Repair Specifications" dated May 2021 is attached to this notice.  Many of the reference documents applicable to this RFQ are too numerous and/or too large to upload to this site; consequently, interested parties shall submit a request for access to the reference documents via email to Contract Specialist Michelle Blake, Email michelle.blake@noaa.gov with a copy to Contracting Officer Andrew J.
