This could result in a total of five (5) years if the County exercises its option to renew the Contract for the one (1) year optional renewal period. Offerors must submit proposals with pricing for the Initial Term and each of the Optional Renewal Terms. While cost is a factor of importance, award of any resultant contract will not be based solely on price. The proposal which is most advantageous to the Board and taking into consideration the evaluation factors and criteria set forth in the RFP. A selection is anticipated from this RFP; however Hamilton County

reserves the right and option not to make an award if a favorable solution cannot be found. Hamilton County intends to select one finalist and negotiate a contract if and when an Offeror is selected. The intent is to select only one (1) Offeror for implementation. The following information is being provided to assist the Offerors in preparation of a proposal: Many Hamilton County residents, while able to utilize the Indigent Care Levy to receive medical services at University of Cincinnati Medical Center or Cincinnati Children’s Hospital Medical Center, are unable to fill their prescriptions due to their inability to pay for even the most discounted medications. The Hamilton County Commissioners wish to provide funding for a pharmacy of last resort serving the uninsured and impoverished residents of Hamilton County, allowing these individuals to receive much needed medications without charge. It is the Commissioner’s goal that this pharmacy will utilize drug company patient assistance programs and other government programs to maximize the number of free prescriptions available to the uninsured and impoverished of Hamilton County during the years of 2024-2028. The uninsured and impoverished population served with these free prescriptions shall include Hamilton County residents who are eligible for Medicare Part D (Medical Prescription Drug Coverage) and are financially unable to provide any co-pay for prescription costs. Prescriptions filled will be for a maximum of 30 days. Additional refills will require the patient to re-qualify for services allowing the pharmacy to help these individuals find a medical home and avoiding costly repeat emergency room visits. Services from the awarded vendor shall be provided in a caring and compassionate manner for men, women and children in a location (or locations) easily accessible by the clients served within Hamilton County. The levy funding budgeted for this project is $200,000 annually for 2023-2027 and may extend to year 2028 (pending the availability of levy funding). Hamilton County would like for the vendor to explain in detail what will be provided for the amount we have budgeted per each year.
