Unarmed Response Consultant Description :- The Los Angeles Mayor’s Office of Community Safety (MOCS) was created by Mayor Karen Bass in 2023 to prevent crime and violence through community-based strategies that impact the social and economic conditions that drive community harm. The office supports non-punitive safety strategies, including civilian first responders, violence interruption, re-entry services, youth diversion programs, and capacity-building programs for non-profit organizations working to address community safety. Launched by the Mayor’s Office in 2022, Crisis and Incident Response through Community-Led Engagement (CIRCLE) is a 24/7 program that deploys unarmed civilian responders to address non-emergency 911 incidents related to unhoused Angelenos and provides supportive services, including referrals and case management. The goal of CIRCLE is to reduce interactions between law enforcement and unhoused individuals by addressing non-urgent incidents and requests for services related to unhoused individuals; and create positive outcomes by assisting unhoused clients in achieving and maintaining health, behavioral health, and housing stability. The Mayor’s Office of Community Safety is seeking an experienced consultant for a three (3) month contract, which could be extended if needed, to provide information, substantive insight, analysis, and operational planning support for the City’s unarmed response efforts.
