MODIFICATION OF SOURCES SOUGHT SYNOPSIS N0018923QL29B: This is a sources sought, request for information (RFI) notice and should not be construed as a solicitation announcement. It is not to be construed as a commitment by the government to procure or compete for any services or supplies. The Fleet Logistics Center Norfolk, Philadelphia Contracting Office is seeking marketing information, from responsible sources to gain knowledge of potential qualified sources capable of providing the following: Services and licenses from a commercial provider of a software-as-a-service (SaaS) online Learning Management System. The primary goal is to provide the solution and services necessary to transition from traditional in-person classes to an online collaborative environment using SaaS to deliver training in virtual classrooms for up to 1,000 students annually. SaaS will result in improvements in efficiency, agility, innovation, potential cost savings, and continuity of operations during

disasters, pandemics, or emergencies. The learning management system will meet industry performance standards, offer the necessary redundancy and contingency features to meet customer needs, and provide state-of-the-art technology to improve student’s and instructor’s online experience and minimize service disruptions. The North American Industry Classification System (NAICS) considered for this effort is 611310 Colleges, Universities and Professional Schools. The SBA business size is $30.5 Million. All responsible sources may submit a capability statement, catalog, proposal, or quotation, which shall be considered by the FLC Norfolk Philadelphia Office. Product and company information, GSA Federal Supply Schedule, SBA classification, SAM.gov CAGE and Unique Entity ID codes, indicate compliance with Federal Information Security Management Act (FISMA), Section 508 of the Rehabilitation Act, must be submitted by email directly to luis.aymerich@navy.mil. Submission shall be received by 4:00 PM, Eastern Time, 31 March 2023 and shall not exceed four (4) 8-1/2 x 11 pages for company information. It is requested the information be submitted in PDF format. This synopsis is only for market research purposes. This RFI does not constitute a request for proposal nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of response to this notice. All data received in response to this RFI marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government.
