 The Defense Logistics Agency (DLA Energy) (hereinafter "The Government") issues this notice for the posting of the Draft Request for Proposal (DRFP) and announcement of an Initial Site Visit for the responsible sources in connection with the acquisition of utility services for the privatization of the water distribution and wastewater collection systems at Aberdeen Proving Ground-Edgewood Area, Maryland. This notice relates to the Sources Sought Notice issued on September 15, 2017 (Reference Number SPE600-18-R-0800). This procurement is for the privatization of the water and wastewater utility systems for the Edgewood Area only.  The entire Edgewood Area is on the Environmental Protection Agency's National Priority List and is a Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) "Superfund" site. Intrusive activities into the soil such as digging, excavating, drilling, and boring require extensive environmental and safety precautions.   The North American
Industry Classification System (NAICS) codes for this procurement are NAICS Code 221310 (water distribution) and NAICS 221320 (wastewater collection) systems.In accordance with FAR 15.201, Exchanges with Industry before Receipt of proposals, the subject DRFP is hereby released for public review and comment as follows:•1.      Draft Standard Form 33 - Solicitation, Offer and Award •2.      Draft JA3 - Potable Water Utility System•3.      Draft JA4 - Wastewater Utility System•4.      Draft JA42 - Schedules and Price Data Sheets•5.      Draft JR2 - Technical Evaluation Categories•6.      Technical Library - provides 30 technical artifacts with descriptions of the Edgewood water and wastewater utility systems, maps, environmental assessments and other relevant documentation.  The final Technical Library is expected to exceed approximately 300 documents.  The purpose of the DRFP is to assist the Government in developing the highest quality Request for Proposal (RFP). Prospective Offerors are invited to: (1) Provide comments/questions on all aspects of the DRFP; and (2) Identify any areas in the DRFP that are confusing or ambiguous, which may warrant additional information or clarification in the final RFP.Initial Site Visit Details: An Initial Site Visit will be held at Edgewood on March 28, 2018 to provide potential Offerors an overview of the procurement as well as to receive briefings from Edgewood technical representatives regarding the environmental, health, and safety requirements specific to Edgewood. The Site Visit Agenda and directions/maps are included in this FBO notice. Further logistical information regarding the Site Visit is provided below:  Date: Wednesday, 28 March 2018 from 9:00-5:00 P.M. ESTLocation: Aberdeen Proving Ground - Edgewood Area, Stark Recreation Center, Building E-4140Attendance Information: Each potential Offeror is limited to no more than three attendees.  The Government requests a list of the anticipated attendees be provided to Maria Lumanlan at maria.lumanlan@dla.mil no later than 5:00 P.M on 26 March 2018.  This information should include the attendee's name, official business title, email, employer, and whether U.S. Citizen or permanent resident alien.  Requests for more than three attendees should be directed to Maria Lumanlan at maria.lumanlan@dla.mil. Edgewood Entrance Requirements:  Contractor representatives must follow the guidelines below to gain access to the Edgewood facility:1.  All personnel without a Government Common Access Card (CAC) are required to sign in at the Visitor Center.  2.  All personnel must provide a valid photo ID (driver's license).  3.  All personnel must state their destination:  "Stark Recreation Center, Building E-4140".   4.  Vehicle drivers must also provide their vehicle registration.  A Day Pass will be issued to the vehicle driver.  This pass must be displayed on the dashboard of the vehicle.  Site Visit Restrictions:  Potential Offerors are required to adhere to the restrictions below: Photographs and Video are strictly prohibited due to security reasons.•·         The Government will not conduct one-on-one sessions as part of the Site Visit.Due Date for Comments/Questions The Government requests potential Offerors to submit questions and/or comments related to the DRFP no later than 4:00 PM EST on April 17, 2018 to Maria Lumanlan at maria.lumanlan@dla.mil.Comments/Questions will not be accepted via telephone. All questions and answers will be posted to FBO in accordance with FAR 15.201(f). Additional Information•·         Comments will have no bearing on subsequent evaluation of proposals submitted in response to the resulting final RFP. •·         The use of comments to finalize the structure of the RFP is at the discretion of the Government.•·         Eligibility in participation in a future acquisition does not depend on a response to this notice. •·         The DRFP is not a solicitation and the Government is not requesting proposals. •·         The DRFP is for planning and information purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for any information submitted.•·         The information provided in this notice is subject to change and is not binding on the Government. •·         This notice DOES NOT constitute an Invitation for Bids (IFB) or a RFP and is not a commitment by the U.S. Government to procure subject services. •·         No funds are available to pay for preparation of responses to this notification.•·         No basis for a claim against the Government shall arise as a result from a response to this announcement.•·         No final RFP exists; therefore, do not request a copy of the final RFP. •·         Any subsequent final RFP will be synopsized prior to its release and published on www.FBO.gov. It is the responsibility of prospective Offerors to monitor this site for the release of any final RFP and any amendments. •·         Prospective Offerors will be responsible for downloading their own copy of the final RFP and any amendments.
