RE-ADVERTISEMENT FOR BIDS The Orange County Board of Education is seeking proposals for the furnishing of labor, material, and equipment for the Central Elementary School HVAC, Electrical & Fire Alarm Upgrades Phase 2. A bid opening was held on July 8, 2021 at 3:00 pm EST. Only two bids were received. State law requires minimum three bids, therefore bids were not opened. In accordance with state law the project is being readvertised and rebid. Bids must be received in the office of Nick Mincey, Construction and Facilities Director, 200 East King Street, Hillsborough NC 27278 no later than 2:00 pm EST on July 22, 2021. Bids will be opened publicly in the Board of Education meeting room at the King Street location; however, a virtual option may also be available to plan holders who wish to exercise that option. A virtual meeting notice will be provided in advance of bid opening to plan holders. Bids must be sealed and clearly labeled: Sealed Bid: Central Elementary School HVAC,
Electrical & Fire Alarm Upgrades Phase 2 with the name of the Bidder and the North Carolina State Contractor's Registration Number, and the names of the first-tier subcontractors (general, mechanical, and electrical) The scope of work includes: Major renovations to the mechanical, electrical and fire alarm systems and the architectural upgrades needed to support the systems upgrade. Demolish existing mechanical equipment and provide new boilers, heat exchanger, pumps, water source heat pumps, etc. Demolish existing and provide new power distribution system, lighting, lighting controls and illuminated signage, etc. Replace Horn-Strobe notification type fire alarm system. In consideration of COVID and social distancing issues, a two-step refresher pre-bid conference for BIDDERS will be held as follows: A. A site visit to the school at Central Elementary School, 154 Hayes St., Hillsborough, NC 27278 on June 15, 2021 at 2:00 PM. All prime bidders are required to attend one of the virtual pre-bid conferences (the original pre-bid conference held on March 19 or the refresher pre-bid conference to be held on June 15), and all prime bidders and sub-contractors are required to participate in an arranged site visit. Potential bidders who have participated in the earlier pre-bid conference on March 19 and/or one of the earlier arranged site visits (March 19 and March 26) are not required to participate. Potential bidders and sub-contractors who have not participated in the earlier virtual meeting or site visits are required to participate in the refresher pre-bid virtual conference (prime bidders) and site visit (prime bidders and sub-contractors). An open public meeting will be held in conjunction with the pre-bid conference to identify preferred brand alternates and their performance standards pertinent to this project. Owner Preferred Alternate OP-FA1: Provide Edwards Signaling System fire alarm replacement system compatible with the existing EST-2 systems initiation and notification devices and loops. A copy of pertinent sections of the performance standards may be obtained by contacting the designer at the address or phone number noted herein. A single contract will be accepted for all work. All contractors are hereby notified that they must have proper license under the state laws governing their respective trades. Contractors are notified that provisions of Chapter 87, General Statutes of North Carolina, will be observed in receiving and awarding contracts. Minority Business Participation: Bidders shall note that compliance with County of Orange MBE policies and the North Carolina Statute 143-128.2 (c) are required for this project. Bids not including the specified MBE submittal for bidding are considered non-responsive. Iran Divestment Act: Bidders shall note that the submission of a bid constitutes the bidders certification to the State Treasurer that, as of the date of bid, it is not listed on the Final Divestment List created and maintained by the North Carolina Department of State Treasurer (the Treasurers Office) pursuant to the Iran Divestment Act of 2015, Chapter 147-Article 6E of the General Statutes of North Carolina (the Iran Divestment Act). Each proposal shall be accompanied by a cash deposit or a certified check, drawn on some bank or trust company insured by the Federal Deposit Insurance Corporation, of an amount equal to not less than 5 per cent of the proposal, or in lieu thereof a bidder may offer a bid bond of 5 per cent of the bid executed by a surety company licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will upon demand forthwith make payment to the oblige upon said bond if the bidder fails to execute the contract in accordance with the bid bond. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as required by law. Performance Bond and Payment Bond will be required for one hundred per cent (100%) of the contract price. Payment will be made monthly on the basis of completion of work, with retainage in accordance with NC General Statutes 143-134-1. It shall be the bidders responsibility to ascertain prior to bid time the addenda issued and to see that the bid includes any changes thereby required. Should the bidder find discrepancies in, or omission from, the drawings or documents or should he be in doubt as to their meaning, he shall at once notify the Designer in writing who will send written instructions in the form of addenda to all bidders. Notification must be no later than ten (10) days prior to the date set for receipt of bids. Neither the Owner nor the Designer will be responsible for any oral instructions. All addenda shall be acknowledged by the bidders on the Form of Proposal. Requests for substitutions of materials or equipment shall be submitted by prospective bidders in writing to the Designer no later than ten (10) days prior to the date set for receipt of bids. Approvals to bid equivalent products will be issued in addenda. No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 60 days. The Owner reserves the unqualified right to reject any or all bids and to waive minor irregularities.
