The requested services shall include the creation of a detailed market analysis study, review and report of the needed resources, infrastructure, and approval process for a BSW degree within the University of North Carolina at Chapel Hill, and overall assessment for the feasibility of creating a BSW degree at the University of North Carolina at Chapel Hill. 1.02 BACKGROUND: The University of North Carolina at Chapel Hill (“UNC-Chapel Hill” or “University”), the nation’s first public university, opened in 1795 and has ranked among the leaders in higher education since. Today, UNC-Chapel Hill serves more than 29,000 undergraduates, graduate, and professional students from a faculty of 3,600. UNC-Chapel Hill offers 78 bachelor’s, 112 master’s, 68 doctorate and seven professional degree programs through 14 schools and the College of Arts and Sciences. The mission of UNC-Chapel Hill is to serve as a center for research, scholarship, and creativity and to teach a diverse community of undergraduate, graduate, and professional students to become the next generation of leaders. Through the efforts of our exceptional faculty and staff, and with generous support from North Carolina’s citizens, UNC-Chapel Hill invests its knowledge and resources to enhance access to learning and to foster the success and prosperity of each rising generation. Founded in 1920, UNC School of Social Work is one of the oldest professional schools at the University of North Carolina at Chapel Hill. The school currently offers the Master of Social Work (MSW) and the Ph.D. in Social Work degrees. The MSW program, which enrolls about 300 students annually, is one of the country’s highest-ranked academic programs and focuses on evidence-based education. Since 1993, more than 100 students have earned their doctorate in social work from our School, which aims to develop scholars and educators who are prepared for careers in academic, research, and policy settings and who will advance the knowledge base of our profession on national and international levels. The school is committed to the mission of advancing equity, transforming systems, and improving lives. 1.03 DUTIES AND RESPONSIBILITIES OF THE UNIVERSITY: The general responsibility of the University is to aid and assist the Contractor in facilitating the work to be performed under this contract as specified. Specific responsibilities are limited to the following: A. If the awarded Contractor has the need to perform some of their work on campus, The University shall provide adequate workspace and meeting rooms for conducting business with and obtaining input from university stakeholders required for successful completion of the project. B. The University shall schedule required meetings with university stakeholders. C. The University shall provide reasonable access to information customary for an engagement of this type. All attachments and addenda released for this RFP in advance of any contract award are incorporated herein by reference. All terms in this RFP shall be enforceable as contract terms. The use of phrases such as “shall,” “must,” and “requirements” are intended to create enforceable contract conditions. 2.02 INSTRUCTIONS TO VENDORS REGARDING TERMS AND CONDITIONS: Each Vendor shall provide (a) its proposed contract by which the University will retain Vendor’s services, and (b) any other applicable contract that Vendor will ask University to sign. The University’s terms and conditions set forth in Attachment B should either be built into or be incorporated by reference in the contract(s) that Vendor proposes in its terms and conditions proposal. The University will entertain exceptions taken by Vendors to certain of these provisions, but Vendors are cautioned that the University has a limited ability and willingness to agree to modifications to these standard University provisions. The University will compare and contrast the terms and conditions proposals submitted by qualified Vendors at the same time it evaluates the cost proposals of qualified Vendors. At the conclusion of this evaluation, the University may elect to award the contract to the Vendor whose aggregate proposal the University determines to be most advantageous to the University. The University may enter into contract negotiations with one or more qualified Vendors in an effort to reach mutually agreeable contract terms and conditions if the University is not satisfied with the terms and conditions proposed by the applicable Vendor(s). The University is not obligated to negotiate with all qualified Vendors. The University reserves the right to eliminate from further consideration any Vendor that submits a cost proposal or proposes terms and conditions that are not advantageous to the University. 2.03 GENERAL INSTRUCTIONS: Please see Attachment A: Instructions To Vendors. 2.04 MANDATORY SITE VISIT/PRE-PROPOSAL CONFERENCE: Intentionally Removed. 2.05 PROPOSAL QUESTIONS: Upon review of the RFP, Vendors may have questions regarding the RFP. Vendors shall submit any such questions by the above due date listed in the section titled “RFP Schedule” above. IMPORTANT NOTE: All proposals shall be delivered electronically as directed on or before the proposal deadline in order to be considered timely. All risk of late arrival due to unanticipated delay is entirely on the Vendor. All Vendors are urged to take the possibility of delay into account when submitting a proposal. Attempts to submit a proposal via facsimile (FAX) machine, telephone or electronic means, including but not limited to e-mail, in response to this RFP shall NOT be accepted. The electronic copy of your proposal must NOT be password protected and must be capable of being copied to readable media such as Microsoft Word or Microsoft Excel. 2.07 PROPOSAL CONTENTS: Vendors shall complete the applicable portions of the attachments of this RFP that require the Vendor to provide information and include an authorized signature where indicated. A. Company Profile: The Offeror shall submit a brief company profile including, but not limited to, the following: the year the company was founded; the total number of years the company has been in business; the core services offered; and the number of years the company has been providing the type of services requested by this RFP. B. Project Team: The Offeror shall submit the resumes of the project team members who will be working on the project, including noting experience with universities and degree feasibility studies. C. Project Experience: The Offeror shall submit project experience indicating projects performed which required providing services similar to the services requested by this RFP and highlighting any project experience involving university degree feasibility studies. List the names of the universities or businesses for which services were provided; the types of services provided; and the month and year the services were provided. D. Project Approach: The Offeror shall describe their approach to providing the design, implementation, and close out services specified in Article III, Duties and Responsibilities of Contractor. E. Project Schedule: The Offeror shall provide an indication of the earliest date the Contractor could begin the project and an estimated timeframe for completion. F. Compensation: The Offeror shall stipulate requested compensation for performing services in accordance with this RFP by filling in all blanks indicated in Attachment C, PRICING SCHEDULE, of this RFP. Compensation should be segregated between consulting services and staffing services, with the consulting services being priced as a flat fee and the staffing services being priced as a unit-cost rate dependent upon employee classification. G. The Offeror shall list a minimum of three (3) references, including point of contact name, phone number, email address and address of references that have the same or similar size scope of work as a Research University such as ours. H. The Offeror shall provide copies of insurance certificates with respect to each of the insurance policies to be maintained in compliance with the provisions of paragraph 15 of Attachment B: The University Contract Terms And Conditions I. The Offeror shall provide a signed copy of the Execution of Proposal page with the proposal. J. The Offeror shall provide a completed copy of the Attachment D: Location Of Workers Utilized By Vendor 2.08 ALTERNATE PROPOSALS: Vendor may submit alternate proposals for various methods or levels of service(s) or that propose different options.
