THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation NC-NS1000-21-00842 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-05.                                                                                                                               The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Hollings Marine Laboratory, 331 Fort Johnson Rd, Charleston, SC 29417  has a requirement for repair to an evaporating unite, condensing unit, and hot gas system in the laboratory.  Completion of work is no later than 90 days after award.Repair or replace the existing, failed
condensing/evaporating unit and reinstall it. In performing this work, the Contractor shall comply with all applicable federal, state, and local laws and regulations. The contractor shall perform the replacement with factory-trained, skilled, professional technicians who are familiar with balancing, inspection, maintenance, and repair procedures. All work performed under this contract shall be performed by a licensed contractor who is registered to do business in Charleston County and the State of South Carolina.Work should be in accordance with the Statement of Work.  Completion of work is no later than 90 days after award.Contract Type/EvaluationThe Government will award a firm fixed price contract based on Lowest Price Technically Acceptable (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote. This RFQ is 100% set aside for small businesses. The associated NAICS code is 238220, Plumbing, Heating, and Air Conditioning Contractors with a Size Standard of $16.5 million.Service Contract Labor StandardsA contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-4427, Revision Number 16, dated May 4, 2021.Offeror InstructionsEach offeror must provide the following information with the quote:The Request for Quote (RFQ) number;The Name, Address, Telephone Number, and DUNS Number of the Offeror;Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;Acknowledgment of Solicitation Amendments (SF-30), if any, and;Completed Past Performance Reference form.Contractors who do not respond to items 1 through 5 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award.Site VisitA site visit is strongly encouraged. Quoters are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable.
