The contract action was awarded Sole Source under 41 U.S.C. 3304(a)(1): Only one responsible source and no other supplies or services will satisfy agency requirements.a. The health-care resource being provided under the proposed lease meets the criteria in 38 U.S.C. 8103(h)(2)(C). The Casa Grande VA outpatient clinic provides primary care and specialty health services, including mental health care, optometry, physical and occupational therapy, social work, women’s health services, Audiology and speech, Blood draw and clinical testing, Behavioral health, Military sexual trauma care, Nutrition, food, and dietary care, Vision care, corrective lenses and eyeglasses, Prescriptions, Rx, medications, pharmacist consultation, Physical therapy, occupational therapy and kinesiotherapy and a VA primary care provider.b. Entering into a non-competitive lease for space for the purpose of providing health-care resources to Veterans is in the best interest of the VA. Using a Cost based rationale. Market Research was completed again on 1/9/24. 3 buildings were found that would satisfy the requirements. None of which any offered any savings to the Government, and the current lessors performance has been determined to be adequate during the previous contract period. The succeeding lease analysis tool was used to evaluate the expected costs of remaining in place against the costs of relocation to a new location. The analysis demonstrates that the Government could not expect to recover relocation and duplication costs through full and open competition. The expected cost savings for this action is $602,383 which represents a savings of $13/ABOA
