The Department of Energy (DOE) National Nuclear Security Administration’s (NNSA) Office of Secure Transportation (OST) is announcing its intent to establish a new contract to develop and produce the Fourth Generation Escort Vehicles.  The DOE/NNSA intends to issue a Request for Proposal (RFP) for the Fourth Generation Escort Vehicle (EV4) within approximately 30 days of this notice. The DOE/NNSA will designate the RFP as a 100% small business set aside and will solicit proposals from small businesses only. The proposals will be due approximately 30 days after the RFP is released. Contract award is targeted for the 3rd quarter of FY 2021.The EV4s are two of several vehicle platforms that OST employs toward fulfilling its mission to transport special nuclear material in a manner that is both safe and secure.  The EV4s will serve as escort vehicles within the convoy, accompanying the tractor-trailer transport vehicles that move the nuclear material. The operational mission of the EV4
will include the following roles: command and control, near security/quick response, reconnaissance, counter-surveillance, maneuver response, pursuit, recapture, and recovery roles.  OST desires that the EV4 should function to enhance upon the capabilities of current-generation escort vehicles based on evolving operational needs and technological advancements.The Government intends to award up to two Indefinite Delivery Indefinite Quantity (IDIQ) contracts for two variants of the EV4: Armored (EV4-A) and Unarmored (EV4-U).  The EV4 effort consists of procuring one (1) pre-production vehicle of each variant, up to 100 production vehicles of each variant, and design and modification support for each variant.This is a pre-solicitation notice, otherwise known as a synopsis. The solicitation pertaining to this notice will not be available for a minimum of 30 days from the date of this notice. Offerors shall not contact the Contracting Officer or Contract Specialist (or any other Government representative) seeking a copy of the solicitation (or other data), as the information will not be available until the final solicitation is issued.
