This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z08522P3710600 and is issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. The NAICS Code is 336611. The Small Business Size Standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. **For purposes of evaluation and award, Past Performance is considered to be more important than Price. Offerors
shall submit quotes as follows - Date: 23JULY, 2022 Time: 0800 Pacific Standard Time (PST) Place: ASTORIA OREGON REQUIRED DOCUMENTS: Each Offeror shall furnish the information required by the solicitation, which includes: Section 1: Price quote including cost breakdown. Section 2: Past Performance / References Proposal (This section should include the offerors completed representations and certifications.); and Section 3: Any issued amendments to the solicitation. ANTICIPATED AWARD DATE: The contract is expected to be awarded on or about 28 JULY 2022. QUESTIONS: The last day to ask questions will be JULY 23RD, 0800 Pacific Standard Time (PST). INTERESTED VENDORS PLEASE SEND OFFICIAL QUOTE, WITH A SAM.GOV REGISTERED DUNS NUMBER, AND EMAIL TO Kyler.c.fisk@uscg.mil STATEMENT OF WORK (SOW) USCGC Elm Fuel Oil Purifier Replacement Background: The Fuel Oil Purifier is an assembly that is composed of a centrifugal separator, feed pump, and various control components utilized to transfer and purify fuel oil. USCGC ELM’s installed Fuel Oil Purifiers are no longer functioning and replacement components are not available. USCGC ELM requires manufacture of a new Fuel Oil Purifier. Objective & Scope: The Contractor shall provide the management, material, services, and personnel necessary for the fabrication and transportation of the Fuel Oil Purifier. Performance Requirements: Contractor is to fabricate a Fuel Oil Purifier in accordance with the following minimum requirements: General: Minimum useful life of drive of 16,000 hours. Fuel Oil Purifier must process oil with a minimum throughput capacity of 19 gallons per minute. Separator: Self-ejection centrifugal type with regulating rings, pressure transmitter, integrated direct drive incl. motor, pressure gauge, and flexible feed/discharge lines. Base Cabinet: Separator motor max of 11kW and pump motor max of 7.5 kW with sludge tank level monitoring system without level switches, feed flow measurement capabilities, and a main switch Control and Monitoring Unit: Equipped with monitoring and control systems in a steel control panel frame. Feed Pump: Operating at 440V-480V/60Hz with minimum rated capacity of 23 gallons per minute. Operating Water and Air: Requires operating water feed pressure of 3 bar to 10 bar and a minimum capacity of 7 gallons per minute. Requires standard operating compressed air pressure at a minimum of 3 bar and maximum of 10 bar Assembly: Separator, base cabinet, control and monitoring unit, feed pump, and associated components must be capable of assembly on a single skid. Total assembly maximum size to be 84” long, 31” wide, and 50” tall, subject to discussion with USCG technical point of contact (TPOC). Preservation: Steel components must be preserved and painted. Packaging: Package the Fuel Oil Purifier assembly for transport in a suitable way against slipping and tilting, ensuring an even pressure distribution in transport packaging. Timeline: The Contractor shall provide the Contracting Officer a schedule depicting the expected timeline of events required to complete and inspect all purchase orders. Documents/Procedures: Contractor to provide qualification records and Objective Quality Evidence (OQE) as listed below. Required OQE includes, but is not limited to, weld and NDT procedures, procedure qualification data, records for workmanship qualification, records for vision test, and records for maintenance of qualification. Contractor shall provide the Contracting Officer all weld procedure qualification records for all weld procedures that will be used to fabricate the Fuel Oil Purifier. All Objective Quality Evidence (OQE) needed to support verification of welding qualification records shall be made available to the Contracting Officer upon request. Contractor shall provide the Contracting Officer all welding performance qualification records for all welders that will be used to fabricate the Fuel Oil Purifier. All OQE needed to support verification of welding qualification records shall be made available to the Contracting Officer upon request. Contractor shall provide the Contracting Officer all Nondestructive Testing (NDT) inspector qualification records for all inspectors used to inspect the Fuel Oil Purifier. All OQE needed to support verification of welding qualification records shall be made available to the Contracting Officer upon request. Quality Assurance: Contractor shall perform at minimum, the following: Electrical Load Testing: Contractor shall perform all electrical load test to verify load capacity requirements. After completion of electrical load tests, Contractor shall provide documentation, confirming satisfactory test results, to the Contracting Officer upon completion. Warranty: The Contractor shall provide twelve (12) month warranty at minimum. The Contractor shall provide contact service information and warranty forms. References None. Period of Performance TBD: Start date shall be coordinated with contractor. Place of Performance: The work to be performed under this contract will be performed at the Contractor’s facility. Work Requirements Contractor shall not deviate from approved commercial standards unless approved by the TPOC. Contractor shall be responsible for the transport of Fuel Oil Purifier from Manufacturer’s site to Base Tongue Point. New Developments: The Contractor shall identify any new developments that would improve the efficiency, accuracy, or productivity of the equipment or would decrease its operating costs. The contractor shall notify the Contracting Officer and TPOC in order that the new developments may, as the Government’s option, be included in the equipment.
