Ted Villaganas 323-722-4805 x4421 Purchasingmanager@ci.commerce.ca.us Bids to Owner's Agent Description Scope of Services The consultant shall conduct lighting studies, evaluation, and investigations to deliver a Citywide Streetlighting Master Plan which includes an assessment of the streetlight system. Services requested include but not limited to the following: TASK 1 Existing Infrastructure / Lighting Inventory Provide the City with a summary and inventory of the existing elements of the City’s lighting network, including alleyway lights and traffic signal safety lights based on field surveys. This work shall include, but not be limited to: - Identify and incorporate in new section maps existing series and multiple circuits for the entire system. -Identify existing lighting levels and inventory wattage, height, type, material of the various system elements. - Identify existing service cabinet and pull box locations. - All lights in public streets and alleys must be accounted for in the data collection process. - All the data collected from field surveys shall be compiled and shown on a digital map. The map shall show the streetlights, spacing of lights, width of paved street, width of street right of way, pole material, height, mast arm length, bulb type and wattage, circuit type, point of connection for power, pole spacing, pull box locations, LED, HPSV, or other. Consultant shall develop a user-friendly system of symbols for identifying the different components of the lighting system on the map. The map shall be color coded by circuit, and type of light. The data must also be available in Microsoft Access program or approved equal software, provided the software is compatible with the City’s network. The plan database must allow for the retrieval of the lighting plan and foot-candle contour of 2 miles of street sections, selected by the City, by simply entering the name of the street section and its limits. The database shall also have the maps in Auto Cad, latest edition, prepared to a scale of 1” =40’ for each street section of the City’s entire street, and alleys. Generate a matrix in access and MS Excel format, in alphabetical street name, containing the street name, limits of sections, number of lights on that street section, bulb wattage, circuit number, type of circuit. - Executive Summary, including system maps, and a citywide map of all streetlight locations, and circuits. The plan shall have symbol legends to identify the different type of lights and poles, and their ownership, and what type of circuit supplies power to those lights. Digital maps (shp, dwg, or dxf format) of the City showing all the streetlights must be provided to the City. - Consultant to generate a matrix of all streetlight pole locations, with a picture of the pole and description of the condition of the pole, and a description of what is needed to bring the pole to comply with City /County standards. - Consultant shall identify street pole location and all inadequate ADA clearances in public sidewalks and shall recommend solutions to provide adequate ADA clearance around street light poles. A matrix of all locations with ADA deficiencies and the solutions proposed shall be generated by Consultant. - Files need to be compatible with City-owned GIS System (SHP files). Consultant shall incorporate processes to provide a X-Y coordinate-based entry of the streetlights on the citywide GIS system. Other Details Download the RFP to view Task 2, Task 3 and Deliverables. Notes Executive summary and final report Consultant to prepare a final report upon conclusion of the work described in this RFP. The report shall compile all the data gathered during the field survey, recommendations for each circuit, the 3-year plan with an annual budget, and all pertinent maps at a reduced scale. The final report shall also include a database of all streets sections in alphabetical order, with the number of existing lights along the street sections, and proposed LED lights, and a column for all lighting changes for that section.
