Special NoticeFD-2021-216NOAA/NMFS/SEFSC/Panama City LaboratoryThe U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with University of Arizona Environmental Isotope Laboratory to procure the following:Stable isotope (δ13C and δ18O) analyses will be conducted on otolith samples from bluefin tuna Thunnus thynnus and other economically important fish species to discriminate stock structure for management decisions. All stable isotope data (δ13C and δ18O) should be traceable using international standards.Base period of performance is September 30, 2021 to September 29, 2022. The expected delivery date for δ13C and δ18O results to be received will be September 29, 2022.This sole source request for a firm-fixed price non-personal service purchase order includes a Base and four (4) 12
months option years.NOAA, NMFS, Southeast Fisheries Science Center (SEFSC), Panama City Laboratory have required the analysis of stable isotopes from bluefin tuna otolith samples collected from NOAA Fisheries. In order to ensure standardized results and avoid inter-laboratory variability of results NOAA, the University of Maryland Center for Environmental Science, The International Commission for the Conservation of Atlantic Tunas (ICCAT) European Union’s (EU) sampling program, and Fisheries and Oceans Canada have utilized the same laboratory for 10+ years. This requirement is for continued stable isotope analysis of Atlantic bluefin tuna, Thunnus thynnus.The applicable Size Standard is North American Industry Classification System (NAICS) Code 541380 with a Small business size standard of$16.5 M**THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS.
