Satellite Imagery Consulting ServiceNotice of IntentThis is a notice of intent to solicit from a single source.The U.S. Geological Survey (USGS), intends to award a purchase order to Jennifer Schulien for satellite imagery consulting service. examining the spatial and temporal patterns of Artificial Light at night in the Lake Washington basin..Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Jennifer Schulien is, to the USGS¿ knowledge, the only source who has the ability to link satellite imagery to in situ measurements of the underwater visual environment for fish as a way to dramatically expand the spatial-temporal domain for estimating variability in visual conditions which we in turn use to determine how this variability affects predation risk to juvenile salmon by visually-feeding predators. Dr. Schulien
has consulted extensively during the first year of our multi-year project and based on this work has developed a library of analytical approaches and satellite imagery specifically crafted to address and further advance our research program. Dr. Schulien is therefore uniquely qualified to produce the requested deliverables.The purpose of this notice is to satisfy the requirements of FAR Subpart 5.101(a)(2) and FAR 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued.
