VH-92A® Mission Communication Systems (MCS 5.0) Integration and Certification

The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under a Basic Ordering Agreement to Sikorsky Aircraft Corporation, a Lockheed Martin Company, for the procurement of the products and services required to integrate and certify the installation of VH-92A® aircraft modifications for communications system updates.This order will be issued in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." This notice of intent is not a request for competitive proposals. There is no commitment by the Government to issue a solicitation, make an award or be responsible for any money expended by interested parties before award of a contract modification for the effort described above. However, interested parties may submit a capability statement for the purpose of determining whether to initiate a competitive procurement. All responses received by the Government within fifteen days after date of publication of this synopsis will be considered by the Government.
