Opportunity Summary
The mission of the Agency is to ensure a legacy for Oregonians and their public schools through sound stewardship of lands, wetlands, waterways, unclaimed property, estates and the Common School Fund ("CSF").

Agency handles the day-to-day work of the State Land Board in managing the land and other resources dedicated to the CSF.

The Agency is organized into three programs: Aquatic Resource Management, Business Operations and Support Services, and Common School Fund Property. In addition, DSL oversees the South Slough National Estuarine Research Reserve in Charleston in partnership with the National Oceanic and Atmospheric Administration.

The State of Oregon is the owner of submerged and submersible lands of the Columbia River (a state-owned waterway), and the Department of State Lands (the "DSL") is charged with the management of these lands. The DSL had a submerged and submersible land lease (33408-ML) located near river mile 13.4
on the Columbia River and within unaddressed lot; Map T8N-R9W Section 7CA; Tax Lot 401; Parcel 1 (the "Leasehold"), for non-commercial marina/moorage activities. The area covered by the Leasehold (the "Leasehold Area") was 1.64 acres. The photograph below shows the Leasehold Area outlined in red.

As part of a negotiated Settlement Agreement (the "Agreement") between the DSL, the Estate of Robert Jacob (the "Estate") and Cannery Pier Hotel, LLC (the "Hotel"), State Waterway Lease 33408-ML (the "Lease") has been terminated. Pursuant to the Agreement, DSL acquired title to the improvements within the Leasehold Area. The site was previously home to a fish processing facility and is part of Astoria's historic waterfront. Through decades of neglect and exposure to the elements, sections of the dock's concrete decking have collapsed and now lie atop the riverbed. In addition, DSL is aware of at least one derelict thaw tank located in the Leasehold Area. DSL has determined that the collapsed concrete decking and any remaining tanks impede future development and use of the site, degrade natural habitat, and constitute a safety hazard. Accordingly, DSL has further determined that all remaining improvements within the Leasehold Area, except the pilings, are to be removed and properly disposed of by a quali
fied contractor.
