State of Maine Procurement Justification Form PART Ill: SUPPLEMENTAL INFORMATION The subscription provides access to proprietary economic analysis and forecasts produced by IHS Markit (IHS Global Inc.). These forecasts are used in the consensus revenue forecasting process, which is staffed by DAFS, as laid out in statute (6 MRSA 151-B). The subscription also provides access to webinars and research produced by the vendor. The cost is currently split between the State Economist (in the Commissioner's Office), who provides staff support for the Consensus Economic Forecasting Commission and MRS, whose Office of Tax Policy provides staff support for the Revenue Forecasting Committee. 2. Provide a brief justification for the selected vendor to supplement the response in Part Il. The State does not have the knowledge or resources to provide the same type of comprehensive national and state economic forecasting models. 3. Explain how the negotiated costs or rates are fair and reasonable; or how the funding was allocated to grantee. This is the standard cost of the model. 4. Describe the plan for future competition for the goods or services. IHS uses proprietary methods in developing its national and state forecasts; the major competitor in this market is Moodys Analytics, which uses a different proprietary method.
