In addition, bidders need to have the capatbility\nto make available a 24X7 Field Operations-Business Field Technician (dedicated to\n\nSETRPC 9-1-1).\n\nEquipment, Warranty Specifications:\n\nEach bid must conform and be responsive to the terms, conditions, and
specifications that follow.\nThe bid must meet or exceed stated requirements in order to be considered responsive. The 9-1-1\nEmergency Network reserves the right to reject all bids or to waive any irregularities in any bids or in\nthe bidding, and to be the sole judge of the merit and qualifications of products and services offered,\nand may accept whatever bid, or whatever portion of bid, is deemed to be in the best interest (and/\nor best value) of the 9-1-1 Emergency Network.\n\nPlease bid the following:\n\n1) PSAP Front Room Equipment:\n\n2\n\na\n\nBidder will provide manufacturer, quantity, part number, description, unit price and total price\nfor each equipment item germane to the PSAP sites provided herein. A price summary will\nbe provided for each site. Equipment will be compatible with each facility and current\nancillary equipment/services located at each site (e.g., recorders, firewalls, routers,\nuninterrupted power sources (UPS), cloud service, etc.). Equipment will meet all current Next\nGeneration 9-1-1 equipment operational requirements.\n\n3 Year 24X7 warranty repair/replacement services:\n\nIn addition to any manufacturer's warranty, bidder will provide total 3 year repair/replacement\nprice for each site. (e.g., ifa manufacturer provides a 1 year repair/replacement warranty\nwhich is included in the equipment bid price, bidder may include extended warranty pricing\nfor 2 years for a total of 3 years.) Regardless of manufacturer or extended warranty, the\nwarranty provisions will be the same i.e., 3 year 24X7 repair/replacement. If a bidder\ncurrently has an in force extended warranty on existing PSAP equipment, any/all portions of\nthe unexpired warranty may be transferred to the anticipated equipment purchase with\nresulting price mitigation.\n\nGeneral Proposal Specifications\n\nThe offeror bid will provide evidence of professional knowledge/experience with PSAP\n\n9-1-1 operations equipment, systems, and requirements as well as experience working with\nVertiv Uninterrupted Power Sources.\n\nFor Technician and warranty purposes, bidder is required to state in their bid that a\nguaranteed minimum 1 hour, by phone and 2 hours, on site response time, 24 hours per day,\n7 days a week will be provided. This guaranteed response time includes periods of\nmandatory evacuation such as hurricanes or other natural or man-made disasters.\n\nPage 2 of 24\n" "Bid will state the amount included in the rate(s) for travel coverage (if any).\n\nBids will include justifications and/or explanations of deviations from stated criteria.\n\nBids will include the full legal name of the entity submitting the bid, the name, address, and\nphone number of the person to be contacted concerning the bid and be valid for a minimum\nof 180 days.\n\nBids will include a complete description of any additional competitive enhancement\u2019s offerors\nwish to be considered in the evaluation.\n\nBidders will include proof of good standing with the Texas State Comptroller\u2019s office and the\nFederal System for Award Management.\n\nAll bidders must complete Attachment 1 (Contractor Proposal cover sheet), Attachment 2\n(Bidder/Offeror Certification), Attachment 3 (Bidder/Offeror Affirmations), and Attachment 4\n(Contractor Certification - Federal Uniform Guidance Contract Provisions).\n\nThe 9-1-1 Emergency Network is a Sales Tax-Exempt Organization. A Texas Sales & Use\nTax Exemption Certificate will be provided with the order.\n\nBids must state that the parties agree to indemnify and hold harmless the 9-1-1\n\nDivision, the South East Texas Regional Planning Commission, its officers, agents, and\nemployees for any damages concerning the undertaking and execution of any subsequent\ncontract.\n\nThe Field Operations-Business Field Technician will periodically be asked to provide\nprofessional advice/consultation relative to PSAP network equipment and software.\n\nIn addition, bidders must have the capability to make available a 24X7 Field Operations-\nBusiness Field Technician dedicated to SETRPC 9-1-1. The Field Operations-Business Field\nTechnician will be utilized by the 9-1-1 Emergency Network for complex hardware and\nsoftware installation/integration/problem-solving and general support services. Additionally,\nthe Field Operations-Business Field Technician will be required to work with/on applicable\nancillary PSAP equipment/software not specified in this IFB to the extent deemed necessary\nby the 9-1-1 Director (or his designee). Violation\nof this provision may cause an offeror's bid to be rejected.
