REQUEST FOR PROPOSALS (RFP) NOTICE - Mon Valley Initiative, a non-profit community development agency, is seeking proposals for professional services for a
3-year engagement period in Allegheny, Westmoreland, and Washington County for our
housing Rehab for Resale and other development programs, including work on federally-funded projects. Services required include: Appraisal, Architectural, Civil Engineering, Geotechnical, Lead Based Paint and Clearance Testing, Market Analysis, Phase I and II Environmental Assessment, Realtor, Settlement, Structural Engineering, and Surveying. Bid materials will be available at www.pennbid.net as of 9:00 AM Monday, May 23, 2022 and must be submitted electronically by 5:00 PM Friday, June 17, 2022. All proposals will be evaluated on the basis of relevant professional experience and competency as well as the value delivered to Mon Valley Initiative through the cost of
services performed and achievement of county, federal, and organizational goals for the utilization of registered M/W/DBE or VOSB firms. Qualifications of those submitting proposals may be verified. MVI reserves the right to reject any and/or all proposals submitted. 
Compliance is required with Federal Labor Standard Provisions; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 – 1.4); Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses.  Settlement ServicesThe Mon Valley Initiative is a non-profit community development coalition working to revitalize communities in the Mon Valley. Our Real Estate Development Team acquires, develops, and sells diverse real estate holdings throughout these communities to reinforce real estate markets and reaffirm value in service of low and moderate-income families and individuals. Projects may include single-family homes, multi-family developments, commercial property, and mixed-use buildings. All proposals will be evaluated on the basis of relevant professional experience and competency as well as the value delivered to Mon Valley Initiative through the cost of services performed and achievement of county, federal, and organizational goals for the utilization of registered M/W/DBE or VOSB firms.All contracts for Settlement Services must include the following:Settlement agent must be licensed and in good standing with Pennsylvania’s Insurance Department.Support Documents to Upload with Bid:Provide a narrative demonstrating the following:Experienced staff with expertise in complex title issues, competent to appear and testify in court, if required.Ability to promptly conduct settlements, clear title exceptions, etc.Sufficient financial ability to ensure it can pay losses, if any, under the title insurance policies issued.The ability to transmit title reports and complete closings remotely/electronically, when required.Provide appropriate documentation that certifies your firm is qualified.Provide resumes of firm principals and primary staff that will be working on our projects.Provide a narrative discussing your business and any additional value your firm may offer our organization that is not discussed above.
