Project Title:Architect-Engineering (A-E) Construction Phase Support Services throughout the Central Command (CENTCOM) Area of Responsibility (AOR). 2.Project Location:Predominately the CENTCOM AOR. Project NAICS Code:541330 4.Response Date:27 March 2023 5.Short Project Description: A market survey is being conducted to determine the general level of market interest in the project and to use the garnered information to better determine the source selection strategy. The U.S. Army Corps of Engineers, Middle East District Contracting Division is seeking information regarding capability and availability of potential contractors to perform Indefinite
Delivery Indefinite Quantity (IDIQ) Task Order Contracts. The proposed IDIQ is to provide a wide range of construction phase support A-E services including, but not limited to, performing quality assurance reviews of design and construction submittals prepared by others and provide written recommendations; perform Biddability, Constructability, Operability, Environmental and Sustainability (BCOES) review of design drawings and specifications prepared by others; conduct the full range of quality assurance inspections and testing to substantiate or otherwise verify the suitability of in-place work, materials and equipment or services provided; review and comment upon proposed construction or service performance techniques, procedures, and methods prepared or proposed by others and provide recommendations to the Government with respect to approval or disapproval actions that should be taken; review, evaluate, and provide construction or performance time and should-cost impact analysis of proposed or actual change orders; review contractors’ schedules and confirm to the Government that they are technically correct and meet the contract requirements; assist with the continuous integration of District programs within the CENTCOM AOR, along with any future funded databases and reporting structures; and provide subject matter expert support for all Transatlantic Middle East District (TAM) stakeholders throughout the CENTCOM AOR. Contract duration is estimated at 5 years. We will award one A-E contract with a total capacity of $75,000,000 over the prospective five year life of the contract(s) (base of three years, option of two years). 6.Type of Action:A-E Design SATOC 7.Estimated Advertisement Date:June 2023 8. Estimated Award Date:December 2023 9.Estimated Performance Period:5 years 10.Estimated Capacity:$75,000,000 11.Criteria: a. Questionnaire Interested firms will complete the attached questionnaire. This should provide a rough idea of the company’s size, number of personnel for the labor categories, and a summation of the firm’s experience. b. Projects similar in scope to this project include: Perform Construction Phase Support Architectural-Engineering and associated incidental services in accordance with FAR 36.601-3 and 36.601-4, for all counties located within the CENTCOM AOR. Work will largely occur at the project sites located throughout the CENTCOM AOR, although some projects or requirements may be performed at the A-E home office. Tasks include, but are not limited to, the below construction phase support services: Review Value Engineering Change Proposals (VECPs), including validating acceptance of changes in methods and/or materials and confirming estimated amounts for the VECP. Participate in project site visits, including having Professional Engineers and Registered Architects conduct on-site inspections as requested during critical construction activities to ensure contract compliance. Provide on-site Quality Assurance Representative services, to include inspection and oversight of construction activities. Provide an updated Construction Schedule as the project progresses through construction, including critical path updates and three-week look-ahead scheduling. Provide studies, investigations, evaluations, and technical subject matter expert support related to construction activities. Perform field and laboratory testing of construction materials. Provide review, evaluation, and response to Requests for Information (RFIs) Provide review, evaluation, and response to Construction Submittals Work can be anticipated for a variety of experience categories, including: Airports, including airport lighting and terminals and hangars; Barracks and Dormitories; Cost Estimating, Cost Engineering and Analysis, Parametric Costing; Dining Halls, Clubs, Restaurants; Electrical Studies and Design; Garages, Vehicle Maintenance Facilities; Highways, Streets, Airfield Paving, Parking Lots; Hospital and Medical Facilities; Laboratories, Medical Research Facilities; Missile Facilities; Office Buildings; Petroleum and Fuel (storage and distribution); Power Generation, Transmission Distribution; Rehabilitation (buildings, structures, facilities); Sewage Collection, Treatment and Disposal; Structural Design; Utilities; and Warehouses and Depots The selected firm will provide qualified professional disciplines supporting at all levels of the work including but not limited to construction management, quality assurance, data management, project management, database management, construction scheduling, industrial hygienist, safety specialist, geographic information system specialist, and a range of project and office engineer support, including civil engineering, structural engineering, mechanical engineering, electrical engineering, fire protection engineering, environmental engineering, and cost engineering. Work must have been self-performed (or at least 50% or greater self-performed) to qualify as experience. Firms are requested to provide projects that they feel best demonstrates their capabilities. Projects should demonstrate successful performance of construction management and relate projects valued between $500,000 and $25,000,000 performed within the past 5 years. Annual performance should show a capability to successfully manage $15,000,000 of construction phase support services annually. 12. Base on the discussion above, for each project submitted, include: a. Scope of the project including the size and award amounts. b. Current percentage of construction complete and the date when it was completed. c. The portion and percentage of the project that was self-performed. d. The scope of the work self-performed. e. Identify subcontractors. Total submittal package shall be no longer than 15 pages. Please only include a narrative of the requested information; additional information will not be reviewed. This is NOT a Request for Proposal and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions.
