The Department of Veterans Affairs, Office of Acquisition Operations, Technology Acquisition Center (TAC), intends to enter into a firm fixed price contract on the basis of other than full and open competition for requires renewal of their licensing agreement with the American Medical Association (AMA) for their Physician Master File data which is installed on the Veterans Benefits Administration (VBA) Corporate Enterprise System at the Austin Automation Center in Austin, Texas. The AMA Physician Master File data software supports the VBA C&P Service nationwide with Veterans' claims benefits adjudication to assist in claim development processing. The AMA Physician Master File software data search feature is incorporated within the VBA Modern Awards Processing-Development (MAP-D) application, which is a component of Veterans Service Network (VETSNET). Each user of MAP-D (VBA claims developer) has the ability (e.g. "license") to use the AMA data search. This service assists the VBA
claims examiners at the nationwide regional offices who process Veterans' claims for compensation and pension assistance for disability, compensation and eligibility by confirming or refuting medical information in support of claims against AMA credentialing data. The purpose of the contract is to renew the license maintenance agreement to provide quarterly updates to the AMA Physician Master File data and continued access to the AMA credentialing products. The Statutory Authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) part 6.302-1 entitled, Only Once Responsible Source and No Other Supplies or Services Will satisfy Agency Requirements. The period of performance for this action is 12-months with one 12-month option period. The primary North American Industry Classification System (NAICS) is 511210 and size standard is $38.5M. This notice of intent is not a request for competitive quotes or proposals. However, all responsible sources may submit a capabilities statement or proposal which shall be considered by VA. Any information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government.
