The evaluation must be grounded in the use of science and will be used as a basis for City of St. Louis Health Department decision-making; expanding the quest for equity and social justice through public health action; helping to assure the City of St. Louis Department of Health is performing as effectively and efficiently as possible as a public health department by making its efforts outcome and impact oriented; and being accountable for what it can control. The purpose of this RFP is to promote and ensure the fairest, most efficient

means to obtain the benefits of the most qualified, responsive, and responsible proposal.
