The City of Lebanon, New Hampshire is interested in identifying a qualified and capable developer to propose and complete the redevelopment and revitalization of City-owned parcels located at 14, 28, and 30 Main Street (hereinafter “the Main Street Properties” or “the Redevelopment Site”) within the West Lebanon Village core. The redevelopment of this site could include mixed-use development of multiple stories of sufficient architectural character and quality to support the City’s Master Plan goals for high-performing facilities, to contribute taxable value, to add vitality and vibrancy to Main Street, and to be compatible with the appearance of surrounding West Lebanon Village buildings.BackgroundThe Redevelopment Site is comprised of three separate parcels totaling +/-1.04 acres. It is anticipated that the contiguous parcels at 28 and 30 Main Street will be merged into a single parcel for redevelopment. In addition, the City is open to considering the closure and discontinuance of
a portion of Church Street West to create a larger (+/-1.1 acres) and fully-contiguous site in order to facilitate better redevelopment proposals. The Redevelopment Site is located along Main Street in West Lebanon Village, which is also home to a variety of restaurants, retail stores, offices, and the Kilton Library, as well as multi-family residential uses. The site is within approximately 10 minutes of Dartmouth Health Medical Center, Dartmouth College, major technology and manufacturing employers, and regional shopping districts.The City of Lebanon proposes the sale of the Redevelopment Site, or a portion thereof, to a developer or development team for the express purpose of having the site redeveloped with mixed uses, to include ground-floor retail/commercial with upper story residential units, with on-site parking, subject to the guidelines outlined in this proposal. Alternatively, the City would consider entering into a public/private partnership where the developer works in concert with the City to address and resolve site-related issues and permitting in order to achieve a successful redevelopment outcome. The City may also consider other financial scenarios proposed by potential developers that would be judged on the basis of their ability to: realize the Vision and Development Objectives outlined herein; further the outcomes and goals of the City’s 2012 Master Plan and 2020 West Lebanon Village Charrette reports; conform to the City’s zoning ordinance and development regulations; accomplish the objectives of the 2023 Strategic Plan; and achieve the best result for West Lebanon Village and the City of Lebanon as a whole.Upon the successful completion of the redevelopment of the Main Street Properties, the City may be open to partnering with the successful developer on additional opportunities within the City.TimelineRelease Project Date:March 1, 2024Question Submission Deadline:April 26, 2024, 5:00pmQuestion Response Deadline:May 17, 2024, 5:00pmProposal Submission Deadline:June 28, 2024, 5:00pmContractor Selection Date:On or about August 1, 2024Bid Opening:July 1, 2024, 9:00amSubstantial Completion:November 1, 2026Final Completion and Acceptance:April 1, 2027
