SCADA & WATER QUALITY INSTRUMENT ON-CALL SERVICES ADVERTISEMENT FOR REQUEST FOR PROPOSAL METROPOLITAN NASHVILLE AIRPORT AUTHORITY NASHVILLE, TENNESSEE SCADA & Water Quality Instrument On-Call Services ELECTRONIC PROPOSALS for furnishing all materials, labor, tools, and appurtenances for completion of this project shall be received by the Metropolitan Nashville Airport Authority, (MNAA) Nashville, Tennessee, until and not later than 2:00PM (local time) on Friday May 3, 2024. Proposers wishing to submit a non-electronic proposal may do so only after receiving written authorization from MNAA. Written authorization to submit a non-electronic proposal may be requested by emailing purchasing@flynashville.comat least five (5) days prior to the date proposals are due. Proposers submitting a non-electronic proposal must submit a copy of the written authorization with their proposal package. SCOPE SCADA and Water Quality

Instrument Scope of Service: The Metropolitan Nashville Airport Authority is requesting proposals for SCADA and Water Quality Instrument purchase, installation, and repair. This work will include the following: Provide on-call service for SCADA (supervisory control and data acquisition) system used in the operation of the wastewater treatment facility at BNA. This includes but is not limited to: Addressing errors in the SCADA system Adding/removing authorized users Coordinating with MNAA IT staff Ensuring all data collection instruments (flow meters, water quality probes, etc.) are communicating with SCADA Provide materials needed to maintain SCADA system. This includes but is not limited to: Uninterruptible Power Supply (UPS) Wiring and circuit panels Provide on-call service for water quality instruments system used in the operation of the wastewater treatment facility at BNA. This includes but is not limited to: Flow meters YSI water quality probes Ability of water quality instruments to communicate with SCADA Provide materials needed to maintain water quality instruments. This includes but is not limited to: Components to repair existing water quality instruments. Replacement water quality instruments if existing instruments cannot be repaired or become outdated. Contractor will respond to BNA and begin resolving the problem within 24-hours of being notified of SCADA or water quality instrument issues that impact operation of the wastewater treatment facility at BNA. Contractor staff assigned to the project will maintain a MNAA, Airport Wide, badge that always includes escort privileges for workers at the job site. The contractor will provide MNAA with a minimum 1-year warranty on work and materials. The warranty will be provided with each instance of installation of new and replaced components. This warranty will include materials and installation. If a force majeure event or external party damages the contractor will be contacted to repair the pump outside of the warranty. The contractor should have a marked company vehicle onsite while completing work. Any company vehicles that will be driven on the AOA will need a vehicle sticker. The AOA vehicle sticker is $24 per year. Failure to Deliver In case of failure to deliver goods or services in accordance with the contract terms and conditions, MNAA, after written notice, may procure the goods or services from other sources and hold the contractor responsible for any resulting additional purchase and administrative costs; provided, that if public necessity requires the use of materials or supplies not conforming to the specifications, they may be accepted and payment therefor shall be made at a reduction in price to be determined solely by MNAA. This remedy shall be in addition to any other remedies which MNAA may have. MNAA shall be entitled to offset such costs against any sums owed by MNAA to the contractor. THE RFP DOCUMENTS. Proposals must be submitted on the Proposal Form included in the RFP Documents and the successful Proposer will be required to execute the Contract and other documents requiring execution that are included in the Contract Documents. PRE-PROPOSAL MEETING. A Pre-Proposal Meeting will be held at 10:30am Wednesday April 10, 2024, in the CSF Conference Room located at 815 Hangar Lane, Nashville, Tennessee 37217. MNAA proposes to award the Contract to the lowest responsive and responsible Proposer, provided it has met the goals for SMWBE participation or, if failing to meet the goals, has made an acceptable good faith effort to meet the established goals for the SMWBE participation. Proposer is advised that MNAA reserves the right to reject any and all Proposals submitted, to waive any and all informalities, irregularities and/or technicalities in any Proposal or Proposal Guaranty, to accept any Proposal deemed advantageous to it and to negotiate changes, deletions, or additions to these Contract Documents with the successful Proposer.
