SOURCES SOUGHT / REQUEST FOR INFORMATION/ MARKET RESEARCHUNIT RUNNER REPLACEMENT AND TURBINE OVERHAULMARYS LAKE POWERPLANTColorado-Big Thompson Project, ColoradoThe Bureau of Reclamation, Great Plains Region, located in Billings, Montana is currently conducting market research for preliminary planning to determine if this project is appropriate for a Small Business Set-Aside Category, with the expectation to solicit a Request for Proposal (RFP), Firm Fixed Price (FFP) contract.This Sources Sought Notice is for planning purposes only and shall not be considered as a Request for Proposals (RFP), Request for Quote (RFQ), Invitation for Bid (IFB) or as an obligation on the part of the Government to acquire any services. Responses to this Sources Sought Notice shall not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract.Work is located at Marys Lake Powerplant, approximately 3 miles southwest of Estes Park, Colorado in Larimer County.
Principle component of the work consists of design and supplying one turbine runner and complete turbine overhaul.SUMMARY OF WORK:The existing turbine is a vertical-shaft Francis-type placed into operational service in 1951, by Newport News S&D DD Co. The material of the existing runner is cast steel. The existing runners are capable of producing 12,850 horsepower at 215 feet of head and 615 cfs. Flow range of the unit is 200 to 615 cfs. Power generation from 2MW to 9MW. Net head operating range is 205 to 215 feet. (Clockwise when viewed from above.)The principal components of work to be performed under these specifications include the following:A. Provide new hydraulic design, computational fluid dynamics (CFD) analysis and report.B. Furnish and deliver 1 stainless steel vertical Francis turbine runner, nose cone, coupling bolts, coupling nuts, and appurtenant components for new designed runner.C. Furnish new upper and lower stationary wear rings.D. Furnish new stainless-steel wicket gates.E. Furnish new wicket gate keys and refurbish the gate mechanism appurtenant components.F. Furnish new greaseless wicket gate bushings.G. Furnish new greaseless glide strips for operating ring.H. Furnish new shear pins, link pins, and eccentric pins.I. Furnish new head cover studs and nuts.J. Refurbish headcover, turbine shaft and bearings, operating ring, jacks and brakes.K. Repair bottom ring, restore facing plates.L. Furnish hardware for installation of supplied components.M. Furnish components required to meet contractual performance and cavitation guarantees. (Warrant the runner and runner cone against excessive cavitation or pitting for a period of 2 years or 8000 operating hours.)N. Provide recommended installation procedures of supplied components.O. Repair/replace coatings of turbine components, scroll case, and draft tube.The estimated range of construction costs for Marys Lake is between $1,000,000.00 and $5,000,000.00. The performance period for this project will be 800 calendar days from receipt of Notice to Proceed.Based on the anticipate dollar value for this procurement, Federal Acquisition Regulations 52.225-09 - Buy American Construction Materials and 52.225-10 - Notice of Buy American Construction Materials will be included in the solicitation.The Government is looking for potential small business contractors with the specialized experience and resources necessary to manufacturer a turbine runner and/or successfully complete a major rehabilitation similar in size, scope and complexity as the work required under this project. The NAICS Code for this project will be 237990, with a small business size standard of $36.5 Million.If a small business believes they are qualified to perform this project, they shall submit a capability proposal demonstrating their ability to successfully accomplish the various components of this work, as described above.The Capability Statement shall identify at least 3 projects similar in scope and complexity completed within the last ten years. In addition, we are interested in your companies experience with Computational Fluid Dynamics (CFD) hydraulic design for a new runner. The documentation must clearly demonstrate the ability to successfully complete projects in a timely manner, manage a variety of construction disciplines, and work collaboratively with project owners. Contractors shall include their DUNS number.Interested contractors must clearly identify any information it considers sensitive or proprietary. All information received in response to this Sources Sought Notice that is marked "Proprietary" will be handled accordingly. Responses to this Sources Sought Notice will not be returned. Respondents are solely responsible for all expenses associated and incurred by responding to this Sources Sought Notice: The Government does not require any cost for participating in this Market Research and Sources Sought. The Government reserves the right to determine how it should proceed as a result of this notice.Capability statements must be submitted no later than May 20, 2019.
