OF WORK: Inspections, scheduled maintenance and repairs for all wheeled equipment shall be performed at the Grimes Avenue Transfer Station, located at 2129 Grimes Avenue, Owensboro, KY, on all scheduled County work days – generally Monday – Friday, excluding observed Holidays. The Solid Waste Fleet is based at the Grimes Avenue Transfer Station and is generally available to work on from 2:00 PM – 4:00 PM local time. A County Representative shall work with the Contractor liaison to schedule any additional inspections. Contractor shall guarantee the reliability and accuracy of any sublet repairs/labor. III. TRAINING: Contractor shall employ properly trained Commercial Fleet Tire Workers, per OSHA Reg. 29 CFR 1910.177. A Tire Industry Association (TIA) Commercial Certification is preferred for all tire workers working on County equipment. Contractor’s employees shall be trained in the safe and proper use of Contractor-provided and County-provided (when applicable) tire equipment. All
Contractor employees shall understand and follow all related safety procedures of the Contract while working on County equipment or property. The Contractor is responsible for all training and safety compliance of its employees working under the scope of this Contract. IV. WORK AREA: Contractor shall ensure that the work area is maintained in a safe and clean manner. V. YARD CHECKS: Tires mounted on County Vehicles shall be inspected weekly at each location as designated by a County Representative. The County Representative may limit or expand the Yard Check based upon the operational needs of the County. The inspection process must include, at a minimum, a bump check, visual inspection of the tread, sidewall area, valve stems and the wheels. A written inspection report for all vehicles inspected shall be prepared and turned in to the County Representative following each Yard Check. It is expected that Yard Checks will be done on all available Solid Waste vehicles on a weekly basis. Vehicles unavailable will be subject to the County Representative’s altered schedule. VI. REPAIRS: Repairs of tires onsite will be limited to patchable flat repairs and the replacement of damaged valve stems and worn/damaged tires. All flat repairs for on-highway applications shall be per manufacturer’s recommendation repair procedures. When tightening fasteners of a critical nature (wheel lug nuts), the Contractor shall follow original equipment/vehicle manufacturer’s torque specifications and sequences. Most tires requiring repair will be on the vehicle, therefore, the Contract shall keep a supply rack of spare tires (minimum of two steer tires, four drive tires and four trailer tires). The Contractor shall replace damaged tires with one from the supply rack, and restock accordingly. All repairs or replacements shall be detailed on reports or forms that are signed by the technician providing the service. There shall be no separate charge for completing forms or reports. VII. SHOP VISIT: County vehicles (when possible) will visit the Contractor’s shop to make necessary tire repairs and replacements outside of the weekly Yard Check. The County Representative will notify the Contractor of repair and replacement needs and the vehicle’s approximate arrival time. The County Representative shall also confirm the Contractor’s ability to make necessary repairs or replacement within an acceptable time range for County operations. VIII. EMERGENCY ROAD SIDE: When County vehicles experience tire failure and are unable to visit the Contractor’s shop, the County Representative shall notify the Contractor of the repair or replacement need and the vehicle’s approximate location. The County Representative shall also confirm the Contractor’s ability to make necessary repairs or replacement within an acceptable time range for County operations. IX. TOOLS AND EQUIPMENT: The Contractor will provide an equipped service truck with the tools required to perform road calls. The Contractor shall also supply pneumatic, hand tools and personal protective equipment. The County shall not provide any equipment or tools. X. RESPONSE TIME: Contractor response time is very critical to the County’s operation. For a routine shop visit, a maximum of 30 minutes of waiting time for service is acceptable. The County will notify the Contractor within a reasonable amount of time for a routine shop visit. An emergency response will require a maximum of one (1) hour arrival time. The County Representative shall notify the Contractor whether the nature of the service is routine or an emergency. XI. JUNK TIRE DISPOSAL: The Contractor shall dispose of all County junk tires at no charge. XII. CLEANING: Contractor must clean the studs between the two rims and clean between the rim and hubs when providing service. Lug nuts should be torqued according to the appropriate specification. XIII. ESTIMATED ANNUAL TIRE USAGE: The following are estimates only of annual frequency. This estimate is included to guide the vendor in terms of cost drivers for the County, and will be used to determine total price as evaluative criteria for this bid: New Drive Tires 40 New Steer Tires 50 Recap Tires 5 Mount/Dismounts 75 Repairs 380 Valve Stems 60 XIV. PRICING SCHEDULE: All pricing shall be firm for the initial term except where otherwise provided for by the specifications, and will include all transportation, insurance and warranty costs. The County shall not be invoiced at prices higher than those stated on the Bid Form. No additional charges will be allowed unless authorized in advance and in writing by the County Representative. XV. RENEWAL: During the 60 day period prior to the expiration of the Contract Term, the Contractor may submit a written request that the County adjust the prices in an amount for
