Scope of Work:
Scope includes but is not limited to, the furnishing of all labor, materials, equipment, services and incidental for providing 24 hours a day, seven days per week central station monitoring of Fire Alarms in accordance to the Specifications and Requirements.

 


The successful Bidder will provide monitoring, inspection, testing, certification services and maintenance and repair services (including minor system upgrades/replacements) on all parts of the fire alarm system. 





Goal Participation
: This solicitation includes participation goals
for Broward County Certified County Business Enterprises, Refer to the Office of Economic and Small Business Development Requirements section for additional information. This goal participation is 25% CBE.





This is a Living Wage Service Contract


January 1, 2020,

for all new contracts, extensions, renewals or amendments, the living wage rates are at
least $13.47 per hour with health care benefit amounts of at least $1.65 per hour
, or at least
$15.12 per hour without health care benefits
, adjusted annually as provided in the Living Wage Ordinance. Further be advised, the health care benefit amount will increase by an additional
$3.44 per hour, effective January 1, 2021
.
 


Line item offer Field:
Some line items included an offer field for (Percentage of Labor). The bidder is instructed to provide the percentage of the price that is attributed to the labor portion of this service line.



The bidder/proposer is instructed to offer a price for each line item for service(s) through December 31, 2020 as well as a price for each line item for service(s) effective January 1, 2021.

Term:

The Initial Contract period should start on date of award and shall terminate on December 31, 2020.





Request for Approved Equals:
Vendors may submit for Broward County’s consideration, a request to approve an equal product for a product/specification of this solicitation.  The Request for Approved Equals form must be submitted (by email) no later than the date and time listed in the Special Instructions to Vendors.





County/State License Requirements
: In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor must possess a specified license at the time of submittal (refer to Special Instructions for requirements). 





Basis of Award
: It is the County's intent to award this Contract to the lowest responsive, responsible bidder on a group by group basis.  Vendors must bid all items within a group to be considered responsive for that group. Per paragraph 10 of the General Terms and Conditions, the County reserves the right to award as deemed in its best interest.





Questions and Answers
: The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through BidSync by the date and time referenced in the solicitation document (including any addenda).  The County will respond to all questions via BidSync. Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through BidSync. Refer to the Purchasing Division website or contact BidSync for submittal instructions. It is the Vendor’s sole responsibility to assure its response is submitted and received through BidSync by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through BidSync, immediately notify the Purchasing Agent and then contact BidSync for technical assistance.
