Procure and install steel fence to include: a. New black, powder coated tubular steel framing with 2-inch posts @ 8 feet O.C. and pickets @ 4 inches O.C. b. New black, powder coated tubular steel pickets @ 4 inches O.C. c. New black, powder coated tubular steel support posts and footings @ 8 feet O.C. 2. Procure and install steel gates to include: a. One new 23-foot black, powder coated tubular steel sliding gate. b. Three new 5-foot black, powder coated tubular gates with panic hardware. 3. Procure and install new gate opener and wiring to include: a. New Lift Master SL3000UL motor gate opener (Or Equal). b. New gate keypad for vehicular access c. New entrapment protection devices per UL 325 requirements d. New conduit and wiring per gate manufacturer recommendations to connect gate motor opener to keypad, entrapment devices, and any other features as specified herein. Trenching, concrete/ asphalt and repair as needed. e. New concrete pad for motor gate opener. Concrete pad shall be 24” wide x 24” long x 30” deep including 6” above ground level. Contractor shall install conduit and wiring within the concrete pad per manufacturer’s installation instructions 4. Repairs to asphalt, concrete curbing, and concrete gutter as needed. 5. Repair and replace existing concrete curb as needed. 6. Procure and install one approved key-box (knox box), listed in accordance with UL 1037. 7. ADD ALTERNATE # 1: Decorative scrolls across fence @ top 6”. Other Details The bidder understands that although the bid will be submitted electronically via PlanetBids, the Bid Security, along with the appropriate forms (F-5, F-6), depending on the type of Bid Security used for the bid, must be delivered in a sealed envelope to the City Clerk prior to bid closing time and date for this project according to the City Clerks official bid clock. On the outside of the envelope, the bidder shall clearly display the project name: ITB 820-24 Lancaster Community Center Fence Installation. The City Clerk is located at 44933 Fern Avenue, Lancaster, CA 93534. Notes SB 854 bill signed into law on June 20, 2014, established a new public works contractor registration program to replace prior Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-funded and other specified public works projects. The Department of Industrial Relations (DIR) requires all contractors and subcontractors who bid or perform work on a public works project (as defined under the Labor Code) be subject to a registration and annual renewal fee. Contractors must apply online and meet minimum qualifications to be registered as eligible to bid and work on public works projects. The requirement to list only registered contractors and subcontractors on bids became effective on March 1, 2015. The requirement to only use registered contractors and subcontractors on public works projects applies to all projects awarded on or after April 1, 2015. THIS PROJECT SHALL COMPLY WITH THE REQUIREMENTS OF SB 854. Special Notices Substitution of securities for any monies withheld by the City of Lancaster to ensure performance under this contract will be permitted in accordance with Section 22300 of the State of California Public Contract Code. Pursuant to California Labor Code Section 1771, the successful bidder will be required to pay not less than the general prevailing hourly wage rates, as determined by the Director of the Department of Industrial Relations, for all workers employed on public works. The Specifications and the Notice Inviting Bids shall be considered a part of any contract made pursuant thereto. Local Programs & Policies This project shall comply with the requirements of the COMMUNITY WORKFORCE AGREEMENT BY AND BETWEEN THE CITY OF LANCASTER AND LOS ANGELES/ORANGE COUNTIES BUILDING AND CONSTRUCTION TRADES COUNCIL AND THE SIGNATORY CRAFT COUNCILS AND UNIONS (“CWA”) for all Project Work agreements executed after July 1, 2018.
