Riverside Purchasing, on behalf of the Riverside County Sheriff’s Department, Technical Services Bureau (TSB) is seeking competitive bids to establish a contract for e-waste recycling services as detailed in Exhibit A of this RFQ. The Riverside County Sheriff’s Department’s Technical Services Bureau (TSB) handles all of the surplus operations for the entire department. TSB receives an enormous surplus amount from internal customers and must turn away surplus equipment because its warehouse can no longer accommodate the volume. Last fiscal year, the department generated over 2,000 pieces of surplus equipment, including computers, laptops, tablets, printers, monitors, scanners, servers, and more. As technology advances and needs replacement, the surplus will increase. Hard drive destruction is currently paid for, and surplus assets are disposed of accordingly. The department seeks to have a contractor re-sell assets and provide credits against hard drive destruction costs. The vendor must provide surplus pickups from all Sheriff locations throughout Riverside County. Background Check/Security Requirements: All persons entering the facilities for e-waste recycling service may be required to meet Sheriff’s Department security clearance requirements. In submitting the proposal, the Contractor authorizes the Sheriff’s Department to perform criminal and general background check on all personnel providing e-waste recycling service. The security clearance will be handled by the Sheriff’s Department at no cost to the Contractor. Level 1 Security Check may include the following or other information as requested by the Sheriff’s Department. a. Photograph b. Full name, home address, and driver’s license number c. Criminal history check/wanted persons’ check Contractor employees will not be allowed inside a facility until the security clearance is completed. At any time should Contractor have a new employee handling the service, Contractor must notify the Sheriff’s Department immediately and a security clearance will be required. Contractor’s employee must have proper identification consisting of a photo of himself/herself along with Contractor’s business name on the identification card each time when entering the facility. Contractor’s employee must also have proper uniform attire in representation of the company. The individual will be subject to a search at any given time.
