Police Vehicle Accessories

Opportunity Summary
The Oregon State Police ("OSP", "Agency") is soliciting a Price Agreement ("Contract") for the purchase of Police Vehicle Accessories (see specific items below). Any resulting Contract from this Request for Quote ("RFQ") shall have a term of two (2) years and shall not exceed $150,000 in cumulative spend.

Agency intends to make one initial purchase at the quantities described below with the option to purchase additional quantities throughout the life of the Contract.

**ALL ITEMS QUOTED MUST BE BRAND NEW, IN FACTORY-SEALED, ORIGINAL PACKAGING WITH NO MARKS, SCRATCHES, DEBRIS OR ADHESIVE RESIDUE. USED OR "REFURBISHED" ITEMS WILL NOT BE ACCEPTED.**

Bidders may submit price quotes for any or all items; however, preference will be given to Bidders who submit price quotes for ALL ITEMS. The item quantities listed below shall be considered as minimum quantities for possible future purchases. Initial bid price quotes shall be valid through

June 30, 2021.

Quotes may be submitted electronically on ORPIN or by mail to the address and contact listed at the top of this RFQ document. Submissions must be received by 12:00 PM on Friday, December 4, 2020. NO QUOTES WILL BE ACCEPTED BY EMAIL OR TELEPHONE.

All price quotes must include F.O.B. Destination, Freight Pre-Paid delivery within 30 days of receipt of OSP Purchase Order.

Any reference to brand names is meant as descriptive not restrictive. Alternate quotes will be considered on products, which meet or exceed products indicated on quote. All items are listed as "OR EQUAL". Any brand name listed in the specifications as "or equal" or shall establish the minimum requirements for quality, utility, durability, function, purpose, etc. Other product brands may be offered that are equal to or better than the product brand name. Quote may show cost differences, alternates and options. This clause is not meant to be restrictive, but to set the minimum standard. AGENCY SHALL DETERMINE, IN ITS SOLE DISCRETION, WHETHER A PRODUCT OFFERED IS "EQUAL." When the designation is "or equal" Agency shall make its decision after the RFQ closes. If bidding an equal product, quote shall include product brand name, model and specifications of equal item. Bidder may be required to provide sample for testing.

A Contract in the general form of the attached sample Price Agreement will be awarded to "the offeror(s) whose quote will best serve the interests of OSP, taking into account price as well as considerations including, but not limited to, experience, expertise, product functionality, suitability for a particular purpose and contractor responsibility under ORS 279B.110" (ORS279B.070). OSP may award a single Contract for all items, or multiple Contracts by item or any combination of items as found in the best interest of the OSP.
