Synopsis:  Notice of Intent To Award A Sole-Source ContractAnnouncement Number: NW-WG0000-22-00142Project Title: Support for NWS Polar-Satellite Antenna Systems The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), National Weather Service (NWS) intends to negotiate on a sole source basis with Space Science and Engineering Center’s Cooperative Institute for Meteorological Satellite Studies (SSEC/CIMSS), at University of Wisconsin-Madison, using the procedures in FAR Part 13.501, to provide technical support for the Office of Observations Alaska Antenna System. SSEC/CIMSS owns two of the four antenna systems that require support and they have been providing continuous (though partial) support for two of the three antennas since their installation. The statutory authority for other than full and open competition is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements.The North American Industry Classification Code (NAICS) for this acquisition is 541990, All Other Professional, Scientific and Technical Services, with a business size standard of $16.5 million.This is not a solicitation for competitive quotes, nor will one be posted on SAM.gov.Responses to this notice must be provided within fifteen (15) calendar days from the date of this notice. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.Affirmative written responses must be received no later than 8:00 A.M. Eastern Time, January 3, 2022. The responses must be submitted via e-mail to Nicole Frie, Contract Specialist, at Nicole.Frie@noaa.gov.
