NOTICE TYPE: Sources SoughtCOMPONENT OFFICE: DHRA/SAPROREQUIREMENT: Sexual Assault Prevention & Response Integrated Program Operations, Research and Technical Support1. The Defense Human Resources Activity is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in, and the resources to support the DoD Sexual Assault Prevention and Response Office (SAPRO) requirement for a consolidated solution of technical, functional, and operational support that integrates proven subject matter expertise to effectively assist the government's efforts in operations and office management. SAPRO's required support must be sufficiently integrated and experienced to seamlessly sustain and/or advance work across the full range the office's mission, to include program development, execution, evaluation, and reporting in the mission areas of Program Oversight, Policy and Legislation, Prevention, Victim Assistance, Communications, and
Outreach-related topics. Requirements also include research studies; data management, analysis, and interpretation; and project consultation, as well as work to inform policy development. This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this Sources Sought Notice is voluntary and will assist in selecting the appropriate solicitation type/method. Costs associated with any submission shall not be reimbursed by the Government. THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS.2. The proposed NAICS for this effort is 541611, Administrative Management and General Management Consulting Services (size standard $20.5M). Comments on the NAICS and suggestions for alternative codes are requested and must include supporting rationale. This is also being posted under 541720 Research and Development in the Social Science Humanities with the same request for NAICS comments and suggestions.3. The Government is specifically performing Market Research to see if there are potential vendors who can provide the following:• Support as allowable in development, implementation, and oversight of DoD's Sexual Assault prevention, response, and victim assistance policies.• Advise on the development, execution, and evaluation of Department-wide training.• Assist with data collection, validation, and reporting on sexual assault allegations.• Support the capability of the Department to respond to the needs of victims of sexual assault.• Advise on the design, execution, and outcomes of scientific research projects and surveys, including Department procedures to obtain data collection permissions and ensure human subjects protections.• Disseminate and share information on DoDs sexual assault policies, programs, and reporting data via a wide variety of media.• Assist with all aspects of project management on an enterprise-wide data system.• Additional support will include: project planning, control, and issue resolution resulting from changes in mission, policy or directives. Supporting policy oversight, public affairs activities, records management and information archival, and logistics support.• Provide subject matter expertise in authoring, editing, and illustrating government reports. Expertly design and prepare technical reports, studies, presentations, training, briefings, key message papers, and informational products on sexual assault prevention and response issues. Manage the coordination of all studies, information papers, and communications products.• Provide proven subject matter expertise that reflects a public health approach to the prevention of sexual violence.• Provide proven subject matter expertise in the development of sexual assault victim assistance efforts and best practices in sexual assault victim encounter approaches and interactions.• Help plan, manage, assess, and update strategic communications, including speeches, public affairs guidance, and official correspondence for senior DoD leaders. Write articles to be published in a variety of military media, websites, and scientific publications.• Support the design and construct of webpages to share and distribute information and work products over the Internet.• Assist with planning and execution of conferences, workshops, and webinars.• Assist with a complex enterprise database, including requirements gathering, project management, acceptance testing, data validation, and end user training.• Provide assistance in designing training programs that are age and need appropriate and use adult learning principles to convey complex policy and program elements.• Design and support an enterprise-wide oversight program to conduct and report on on-site assessment and compliance evaluations.SUBMISSION INFORMATION:A. Please describe your organization's breadth of expertise/competency to respond to or support (collaborate on) a broad range of complex requirements listed above.2. Please describe your experience with Sexual Assault Prevention and Response (SAPR) Programs and/or other victim care/assistance efforts.3. Please describe your experience with successfully completing critical, high-visibility tasks from a Federal Executive Department/Agency Head with short turnaround times. Specifically, how did you approach the task, mobilize to complete the work, integrate subject matter expertise, reflect the Agency's work history and priorities, and ensure deadlines were met?4. Please describe your experience with: providing communication and outreach clearly and concisely in a multidisciplinary setting; advising on legislative affairs; preparation of reports for a variety of stakeholders; including senior level officials in the highest levels of government; providing website and other data and information technology support; data analysis and strategic planning, in support of a federal program/contract.5. Please describe your experience working with the Department of Defense, demonstrated understanding of military culture, ability to translate information into military terminology and performance in an office responsible for daily support, oversight, and operations for DoD policy.6. Please describe your experience in supporting and optimizing victim assistance efforts and victim encounters, employing a protocol or other such approaches in a patient or clinical setting. Describe your experience in working with or providing such services specifically to men and sexual minorities.7. Please describe your experience in review, analysis, distillation, and application of research in the scientific literature applicable to sexual violence and its prevention using a public health model; application of emerging technologies in the field of violence prevention; and information delivery modalities utilized by sexual violence experts in both public and private sectors; your ability to incorporate such topics into existing and new material; and expertise in coordinating multiple social science research studies with a wide variety of timelines and deliverables.2. Industry feedback is requested on meeting the requirements identified in this Sources Sought Notice. Additionally, the Government seeks answers to the following questions concerning this Notice. Please consider providing responses:- Your opinion about the difficulty and/or feasibility of the potential requirements, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts;- Your staff expertise, including your availability, experience, formal training, and any other training;- Your current in-house capability and capacity to perform the work described.C. BACKGROUND/PAST EXPERIENCE (Response to Section C should be no more than 4 pages)Provide the following information on two (2) similar projects in an environment of similar scale completed within the last five (5) years for which the responder was a prime or sub-contractor.1. The name and value of each project;2. The prime contract type; Firm Fixed Price, Cost Reimbursement or Time and Material;3. The name, address, telephone and email address for point of contact;4. A description of each project, including challenges and successes; and5. Your company's role and services provided for each project.All interested and capable contractors are encouraged to respond. Respondents will not be notified of the results of the Sources Sought evaluation. The results of this Sources Sought Notice will assist the Contracting Officer in determining whether an 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified HUBZone Small Business, Woman-Owned Small Businesses (WOSB), Small Business set-aside, or full and open competition is an acceptable strategy for this procurement. Responses to this synopsis may be used to aid in establishing realistic, achievable small business participation goals.Interested contractors must be registered in the System for Award Management (SAM) in order to conduct business with the Government. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought Notice; all costs associated with responding will be solely at the interested party's expense.
