Hamilton County Regional Planning Commission (HCRPC) would like to create a modern, model zoning code that could be used in an a la carte fashion for interested jurisdictions. Each jurisdiction in Hamilton County has its own character and development form ranging from urban, first-ring suburban, suburban, and rural. The final product is to create a model code that will allow for consistency between jurisdictions, but which would also allow for tailoring regulations which reflect the vision and desired development pattern of each jurisdiction (for instance different setbacks and lot sizes, not adopting all the zoning districts). The code should be targeted toward smaller jurisdictions with less need for complicated

overlay zones and specialized regulations. The City of Cincinnati has its own zoning code effort and should not be considered as part of this scope of work. Targeted jurisdictions include Lincoln Heights, Cheviot, and Norwood.
The Modern Model Zoning Code (Code) will be an easy to use ordinance and online product containing consistent language for all sections which are substantially similar across the jurisdictions: general provisions; definitions; administration and process sections; and, a comprehensive list of zoning districts from which each community may choose. This Code will also contain customizable sections and graphics to enable each jurisdiction to tailor their resulting ordinance to the unique development needs of their community.
