Added:Mar 01, 2018 12:43 pm The Social Security Administration (SSA) intends to negotiate on a sole source basis with the Texas Department of State Health Services, 1100 West 49th St., Austin, TX 78756-3199, under the authority of 41 U.S.C. 3304(b) as set forth in Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The Texas Department of State Health Services shall provide to SSA, via single electronic query access of birth and death records for the purpose of facilitating SSA in the assignment of Social Security Numbers, establishment or verification of eligibility and or payment amounts under certain benefits programs administered by SSA, as such establishment and verification is required under Titles II and XVI of the Social Security Act (The Act). SSAâ€TMs Office of Inspector General (OIG) will also use this information for investigation of fraud, waste and abuse in SSAâ€TMs programs and operations. The Texas Department of State Health is the custodian of these vital records, and is the only source that SSA employees have for obtaining electronic Texas vital records.The government anticipates awarding a firm-fixed price contract with a base year and four one-year options, if exercised. This is not a request for quotations or an announcement of a forthcoming solicitation. Requests for copies of this solicitation will not be honored or acknowledged. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
