THIS IS A NOTICE OF INTENDED SOLE SOURCE AWARD. The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), hereby gives notice of their intent to award a contract to the International Justice and Public Safety Network, also referred to as the National Law Enforcement Telecommunications System (Nlets), 1918 W Whispering Wind Dr., Phoenix, AZ 85085, on a sole source basis in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source And No Other Supplies or Services Will Satisy Agency Requirements.ICE currently utilizes the Nlets notification system to deliver automated Law Enforcement Notification System (LENS) notifications to local, state, and other law enforcement agencies. The purpose of this requirement is to provide Nlets with funds to add functionality with the state systems that their service interfaces with. The functionality will increase the type of criminal history
information that state criminal justice agencies provide to ICE. Under this requirement, Nlets will continue developing its service for delivering state-specific crime data via standardized crime codes in the "rapsheets" it provides to ICE. This project builds on previous agreements between ICE and Nlets that succesfully assisted ICE in integrating state criminal history information into the ICE workflow. The anticipated effort will further enhance the data being returned within the "rapsheet" to include natively mapped XML originating from the source state system to resolve state-specific charge code mapping to the NCIC code tables. Fulfillment of this requirement will require access and changes to the Nlets proprietary system, which can only be done by Nlets themselves. Additionally, this requirement builds upon efforts from previous agreements between Nlets and ICE. This previous agreement provided funds to Nlets for the "Law Enforcement Notification System Enhancement Project." ICE had recently upgraded their LENS notifications and this project made it possible for the Nlets system to take advantage of the upgraded LENS notifications and include sexually based crime codes into the notification being passed along. The previous agreement was also awarded on a sole source basis after Market Research determined that, while the capability existed within the commercial marketplace, no vendor would be able to access the Nlets system to make the necessary changes. Changes to the Nlets system can only be done by Nlets. Further, succesful completion of the previous agreements means that Nlets has already laid the groundwork for the anticipated effort within their proprietary system. Use of another vendor for this requirement would not only require abandoning work done under the previous agreements, but also a duplication of effort as the new vendor set up their own system.This notice is published for informational purposes only and is NOT a request for competitive offers and a solicitation will not be issued, however, any firm that believes it can meet the requirements herein may submit a written response.
