  Sources Sought AnnouncementM00264-19-SSA-0202 The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for  The Training & Education Command (TECOM), Marine Air Ground Task Force (MAGTF), Training and Education Standards Division's (C466), requirement continued support for Aviation Training Systems (ATS) Services.CONTRACTING OFFICE ADDRESS:  The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA.INTRODUCTION:The purpose of the Sources Sought is to solicit information from industry members capable of meeting the objectives for analytical, technical, and operational support for military aviation training operations.   Aviation Training Systems (ATS) is the overarching aviation training structure that integrates and coordinates policy, manpower, equipment, and fiscal requirements of post initial accession training for Marine Aviation officers and enlisted personnel.  ATS was
established to organize and coordinate efforts to develop a completely integrated training system across Marine Aviation that provides the Marine Air Ground Task Force (MAGTF) with combat ready units while managing associated training costs.  The ATS structure, through Marine Aviation Training System Sites (MATSS) located at each Marine Corps Air Station MCAS), facilitates training to optimize networked simulator and academic resource utilization; promote training standardization and evaluation; and advocate training issues to ensure relevancy and responsiveness to the needs of the fleet.This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of Certified 8(a) Small Businesses to provide the required products and/or services. THIS IS NOT A REQUEST FOR PROPOSAL.  IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.  RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.  NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.  ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.  CONTRACT/PROGRAM BACKGROUND:Contract Number:  M00264-16-F-1000Contract Type: FFPIncumbent and their size: Goldbelt Hawk SB 8(a)Method of previous acquisition: CompetitiveREQUIRED CAPABILITIES:  Capability to track and analyze operational and training data; Capability to utilize the Marine Corps Systems Approach to Training & Education (SATE) in support of aviation training & readiness products; Capability to create, and/or revise Core Competency Resource Model (CCRM) products; Capability to coordinate operational and training requirements with multiple adjacent operational organizations and higher headquarters; Capability to utilize web-based/enabled methods (ATS website, and the Marine Sierra Hotel Aviation Readiness Program (M-SHARP)) in support of MATSS operations; Capability to coordinate simulator and classroom training scheduling and utilization of assets; Capability to provide computer and network administration services to include maintenance and installation of computer networking capabilities with satellite classrooms and within the MATSS; Capability to manage configuration and operation of USMC training and resource management information systems; Capability to optimize system operation and resource utilization-perform system capacity analysis and planning; Capability to provide help desk support to include troubleshooting and restoring MATSS information system; and Capability to support CONUS and OCONUS operations.Place of Performance: Efforts in support of ATS will be accomplished in and outside the Continental United States.  Locations include TECOM, Aviation Standards Branch, Quantico VA, 22134; and Marine Aviation training Sites (MATSS) (e.g. MCAS New River, Jacksonville, NC;  MCAS Cherry Point Havelock, NC;, MCAS Beaufort, Beaufort, SC; MCAS Yuma, Yuma, CA;  MCAS Miramar, San Diego, CA; MCAS Camp Pendleton, Oceanside, CA;  MCAS Iwakuni, Iwakuni, Japan; MCAS Futenma, Okinawa; and MCAS Kaneohe Bay, Kaneohe, HI).SUBMISSION DETAILS:Responses must include:•·       Introductory Statement that includes at least the following:- Business name and address;- Name of company representative and their business title;- Business size and type.  Please include your company's business size based only on NAICS code 541512 Computer Systems Design Services. This U.S. industry comprises establishments primarily engaged in planning and designing computer systems that integrate computer hardware, software, and communication technologies.- DUNS and CAGE Code;- Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.  (This information is for market research only and does not preclude your company from responding to this notice.) •·         The company's capability that addresses how the company would support the Government's objectives, to include: - Describing the company's experience for this type of service, capabilities, and personnel.- Describing the skills, certifications and qualifications for all personnel including management, and any other personnel deemed to be necessary to meet the PWS requirements.  SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541512 Computer Systems Design Services, with the corresponding size standard of $27.5M.  This Sources Sought Synopsis is requesting responses to the following criteria from all sources that can provide the required services under the NAICS Code.  To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein.  This includes responses from qualified 8(a) companies.  You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).  Vendors who wish to respond to this sources sought should send responses via email NLT 25 January 2019, 12:00 P.M.
