Project Description: The Pittsburgh Water and Sewer Authority (PWSA or Authority) is requesting qualifications statements for Miscellaneous On-Call Engineering Services to establish a pool of qualified firms capable of completing various capital improvement (CIP) and operating projects on an “as needed” basis. PENNVEST funding requirements may apply to the solicitation. PWSA intends to pre-qualify at least three firms for each category identified in the Scope of Work. Pre-qualified firms will be solicited by the PWSA’s Procurement Department. to provide proposals generally estimated up to $1,000,000. Subsequent Requests for Proposals (RFP) will outline specific selection criteria for each project. Future projects may be federally funded by EPA financial assistance dollars and therefore requires all Consultants to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Consultants must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding
