Issuing agency:County of Santa Clara, CASee other Bids by this agency Issuing department:PROCUREMENT DEPARTMENTSee other Bids by this department Bid Comments: Grants and Loan Management Solutions The County of Santa Clara (County) is seeking proposals from qualified vendors to provide a solution for a Grants Management and Loan Management System to manage its Community Development Block Grant (CDBG) Subrecipients and loan portfolio comprised of over 400 multifamily and single-family loans, ground leases, and grants for the Office of Supportive Housing and Community Development Division . Qualified vendors may submit proposals for CDBG Grants Management or the Loan Management Software, or both. The County prefers to issue one award for this RFP, but it is possible for this RFP to result in multiple awards. It is the County’s intent to award a contract with an initial term of three (3) years with an option for the County to renew for an additional two (2) years, unless terminated

earlier or otherwise amended. The County Contractor must meet the mandatory requirements for the respective solution submitted as follows: Community Development Block Grant (CDBG): The system must be compatible and integrate data into the Federal Integrated Disbursement and Information System (IDIS). Solution must be SaaS or Cloud based [CDBG must be Web based]. Loan Management Software (LMS): The LMS must be able to integrate loan data sources in the form of word, excel Solution must be SaaS or cloud based The mandatory requirements are marked as “M” in Appendices A-1 and A-2 for CDBG and LMS respectively. Proposals not meeting the mandatory requirements will not be considered for further evaluation. The proposed solution must be a proven base system. The County is not interested in beta systems or purchasing professional services to design and develop a system. The solution must meet the technical, and functional requirements as defined in this RFP. A non-mandatory virtual pre-proposal conference will be held on the date and time specified in Section III.A of this RFP. A teleconference line will be provided. Attendance to the pre-proposal conference is highly recommended. THIS RFP SOLICITATION REQUIRES ALL PROPOSALS TO BE SUBMITTED ELECTRONICALLY THROUGH PERISCOPE HOLDINGS.
