THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The U.S. Department of Energy’s Office of Scientific and Technical Information (OSTI) intends to issue a firm-fixed award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Boiler Supply.This requirement is for an annual boiler inspection and three quarterly preventative maintenances for the Cleaver-Brooks boiler located at the OSTI facility in Oak Ridge, TN. The purchase order will be awarded to the incumbent vendor, Boiler Supply, for one (1) base year and four (4) one-year option periods. The period of performance is 1/1/23-12/31/23.Boiler Supply is the only authorized representative in East TN that has access to parts, equipment, firmware upgrades, and proprietary data to maintain the OSTI Cleaver-Brooks boiler. As part of preventative maintenance Boiler Supply may need to periodically
access and calibrate the proprietary control panel. The boiler is a critical component for heating the OSTI facility and ensuring employees, government property, and records are maintained within acceptable temperatures. Failure to properly maintain the boiler presents safety issues for employees and risks damage to government property. The North American Industry Classification System (NAICS) code for this requirement is 238990 - All Other Specialty Trade Contractors, with the size standard of $16.5M. This notice of intent is not a request for proposals or quotes.Any questions regarding this notice must be submitted in writing via e-mail to the point of contact or alternate point of contact. Any vendor who believes it is capable of meeting the requirement as stated herein may submit a response, which will be considered only if received by November 21, 2022 by 5:00 p.m. EST.
