1. The New York District plans to solicit and award an adapt-build construction project forsubject project in FY24.2. This notification serves three (3) purposes:A. To notify potential offerors of the Government’s intent to solicit a brand name only componentsfor this project.B. To identify potential sources that can provide an equivalent to the brand name only item(s).C. Notification of the Army’s intent to solicit brand name components as described below.3. The items described below, under summary of requirements, are embedded in the constructionproject. The contract will be issued as a negotiated procurement. Only the components describedbelow will be sole sourced, if no other sources are identified that can provide an equivalentsystem. In the event no equivalent sources are found, the brand name only justification will beissued pursuant to FAR Part 6.302-1, Only One Responsible Source. A subsequent market survey willnot be published in support of a Justification and Approval for

sole sourcing. Supplies of thebrand name component will be provided directly to the Contractor(s) and not to the Government.4. Summary of Requirements:A. Monaco Enterprises, Inc Fire Alarm/Mass Notification SystemWest Point are now featuring the latest version of the Monaco Fire Alarm Control Panel. The MAAPPlus Analog Addressable Integrated Radio Transceiver and Fire Alarm Control Panel is capable ofpoint reporting up to 1584 addressable device points via proprietary UHF radio signal to the MonacoD-21 Enhanced Central Radio Control Alarm receiving system at West Point Fire Department Dispatch.New Fire Alarm installations include Mass Notification Systems (MNS) in accordance with DoD UnifiedFacilities Criteria (UFC) 4-021-01. The existing RF infrastructure provided by Monaco supports theUFC requirements for primary MNS communications. The Monaco Fire Alarm and integrated MNS system has the capability to remotely activate the inbuilding MNS messaging system and provide live-voice announcements directly from the D-21 Central Station at West Point Fire Dispatch.United States Military Academy (USMA) Fire Department needs to send out mass notification to theentire base in an efficient manner during emergencies. The Monaco Fire Alarm System is usedthroughout United States Military Academy (USMA), West Point. Due to compatibility issues withother systems, it will not be possible to guarantee delivery of emergency messages to all personslocated in Camp Buckner, if any other system is installed. For items as important to life, health,and safety as the Fire Alarm and Mass Notification Systems there is no room for error when theseproducts are called upon to be operational. If the Monaco transceiver is not installed in this facility, the fire stationwill be unable to receive an alarm or trouble signal due to the activation of a detector or pullstation. This would delay the response time of the fire department, which could result in extensivedamage to the facility and/or personnel.B. Door Hardware Lock Cores: Best from Dormakaba USA Inc. West Point/USACE Request.To maintain compatibility with the interchangeable core and master keying system at the UnitedStates Military Academy, Best Access is the United States Military Academy brand- name standard forlock cylinders and cores. This applies to lock cylinders and cores that are neither electronic norcapable of monitoring via electronic security system. The Best Access brand interchangeable coreand master keying system is particular to the Best Access brand, and the system is already widelyused at the United States Military Academy in order to provide United States Military AcademyCommand with a single master key to access to all facilities.United States Military Academy, West Point Command and other authorized personnel require access toall areas of West Point and Camp Buckner with a single master key. This existing master key is onlycompatible with the Best Access interchangeable core system. Cylinders and cores need to be BestAccess brand-name to ensure compatibility and interoperability with all existing master keys atUnited States Military Academy facilities. Additionally, this will maintain the efficiency ofmaintenance and other operational personnel and eliminate confusion regarding the authority toaccess any particular area of West Point, Camp Buckner. Best Access interchangeable core system isthe best choice for efficiency and access for United States Military Academy personnel and facilitymanagers across the campus. If different lock cylinder and core brand-name is to be introduced, theoverall efficiency of the personnel who maintain the site may be impacted since a separate masterkey will need to be casted which can cause confusion in a time of need.5. Any vendor that wishes to provide an alternate source to the brand names above that iscompatible with the above must provide a response with data supporting the claim within 15 businessdays of this announcement to New York District Corps of Engineers, Contracting Division.This is a market survey and notification of intent only.
