Notice of Intent to Sole Source-Palantir

THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO PALANTIR to provide enhanced data integration services of the Commercial off-the-shelf (COTS) software to support data collection, integration of VS data systems and stand-alone datasets, and analysis/reporting of all integrated data in the COTS software to support, enable, and execute Veterinary Services (VS) mission objectives.The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) intends to award a sole source contract under the statutory authority permitting Other than Full and Open Competition 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1(a)(2), to Palantir Technologies, Inc., 1555 Blake Street, Suite 250, Denver, CO  80202. The objective of the contract is for Palantir Professional Core Engineering Services for the existing COTS software. Due to the proprietary nature of the software, the work can only be performed by

the original vendor and will be a contract for support services for a Base Year Plus Two Option Years.This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement, no later than 5:00PM EST, September 26, 2022, by email to bonnie.k.simpson@usda.gov. All information submitted should support the offeror's capability to provide the services required and shall be furnished at no cost or obligation to the Government.
